Item 0001, Canon BJ2436 Color Bubble-Jet Direct Printer. Qty. 1. Includes 90 day equipment warranty and one (1) year printhead warranty. Delivery - FOB Destination. Desired delivery 30 days after award. Closing date for receipt of proposal is on or about 28 September 1996. It is our intent to make an award to Canon USA, Inc., P.O.Box 6517, Arlington VA 22206, on a sole source basis. Justification supporting sole source source is the BJ2436's copy glass large enough to accommodate a 24 inch X 36 inch original. The BJ2436 is also compatible and integrated with existing department equipment software, hardware, and networks to accommodate future upgrades interfacing with existing department equipment. FAR 52.232-18 AVAILABILITY OF FUNDS APR 1984 Funds are not presently available for this contract. The government's obligation under this contract is contingent upon the availability of funds from which payment for contract purposes can be made. No legal liability on the part of the government for any payment may arise until funds are made available to the contracting officer for this contract and until the contractor receives notice of such availability, to be confirmed in writing by the contracting officer. This procurement shall be awarded under Simplified Acquisition Procedures (SAP). An Ombudsman has been appointed to hear significant concern from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be significant concerns should be communicated directly to the Contracting Officer, E. J. Rena, (315) 330-7518. The purpose of the Ombudsman is not to diminish the authority of the Contracting Officer or Program Manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. The Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and Management Division at (315) 330-7746. When requested the Ombudsman will maintain strict confidentiality as to the source of concern. The Ombudsman does not participate in the evaluation of quotes or in the source selection process. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level.
