Contract Specialist, CLARK, MILLIE, 202/508-3970 This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
1PI-R-0603-96 and this solicitation is issued as a Request for Proposal
(RFP). The time for receipt of proposals is 2:00pm, October 9, 1996.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-40. The
Standard Industrial Classification code is R699, and small business
size standard is 500. Contract Line Item is: Finishing of Three Leaf
Expansion Folders (PTO-436A Jumbo File Folders), 250,000 each.
Contractor must be able to supply 10,000 folders per week, beginning
with the fourth week after receipt of material and continue at minimum
of 10,000 per week until orders are complete. A requirements services
contract is anticipated. Period of performance is date of award
through one year thereafter. Department of Labor Wage Determination
94-2063, Revision 4, dated 2/29/96 applies. Vendor must be located
within a 300 mile radius of Lompoc, California as FPI staff will make
frequent Work-in-Process inspections to monitor Quality Control. The
contractor will be responsible for all waste over 6% on materials
supplied. Conformance to ANSI/ASQC Z1.4-1993 Quality Control Standards,
are required in writing. FAR clause 52.216- 18, Ordering, applies.
Orders may be issued from date of award through one year thereafter.
Clause 52.216-19, Delivery Order Limitations, applies. Delivery Order
Minimum Quantity is 50,000 and Delivery Order Maximum is 100,000 each
delivery order. Clause 52.216-21, Requirement, applies. Contractor
shall not be required to make any deliveries under this contract after
30 calendar days after expiration date of contract. Variation in
Quantity is 0% increase and 3% decrease. Delivery and acceptance is
F.O.B. Origin to Federal Prison Industries, 3901 Klein Blvd, Lompoc, CA
93436. Freight will be Government Bill of Lading and will be arranged
by FPI. Shipments will be made approximately once each month.
Government furnished materials are: Boxes, Flaps, Labels. First Article
Testing of 5 Pre-Production Samples to be delivered to Lompoc, CA FPI
within 30 days of receipt of contract award, prior to Contractor
proceeding with any full production against the contract. Contractor is
not to proceed until these samples have been approved by FPI, The
Pre-Production samples are not to be counted against the quantity
ordered. Clause 52.209-4, First Article Approval-Government Testing
applies. Specifications are: Contractor will be supplied with printed
16'' X 35 1/2'' sheets of 15 point material, scored flaps, boxes and
labels. All other materials and operations necessary to produce the
folders are to be furnished by the Contractor. (Note: All references to
Left, Center, and Right Leafs, are to be taken from the inside of the
Jacket - Diagram can be faxed by calling 202/508-3970). Folder consists
of one piece, 34 1/4'' X 14'', scored and folded to a finished size of
9'' X 14'', with two 4'' reinforced gussets, plus a separate piece,
8'' X 6'', scored for expansion and attached (as specified below) to
bottom of the 9'' center leaf, and metal fasteners attached at the top
of Center and Right Leafs. Folder Score in ten positions along the
14'' dimension, 1'' apart, for 4'' expansions. Five Scores each to
begin at 8 5/8'' from Left and Right edges. Reinforce Scored areas with
a strip of reinforcement tape (Gray Olefin tape equal to Dupont's
Tyvek) approximately 5'' wide along the 14'' dimension. The tape must
wrap completely around the Folder and overlap a minimum of 2'' on
inside. Tape must wrap around the ends, not be cut flush, and must
extend a minimum of 1/2'' beyond left and right scores. Folder requires
a securely fastened 6 X 8 Scored Flap (supplied by FPI), to Center Leaf
with a suitable adhesive for permanent bond, centered in the 9''
dimension, with top Score on flap at 4 3/4'' aligned with bottom edge
of Folder. Reinforce by overlaying Flap with a strip of tape
approximately 2'' wide by 8 1/2'' in length beginning at bottom edge of
folder and extending beyond Flap approximately 3/4'' at Top and 1/4''
at Left and Right. Fasteners: Center and Right Leafs to be equipped
with a permanently affixed, Prong type, one piece, rust resistant Metal
Fastener, similar to Remington Rand Kompakt, or other Fastener of
similar design and equal quality and durability which meet the
following requirements: A. Quality of Metal: Fasteners to be made of
corrosion resistant, plated, bright finish metal or baked enamel
finished metal, 0.013''. 001'' thickness, Rockwell Hardness F-79 to
F-89, and be of such ductility that it will withstand a minimum of
twenty each of ninety degree flexures without fracture. Bend Test: With
the Fastener in the normal flat position, bend the prongs to a vertical
position, insert one sheet of punched paper on the prongs, and bend the
prongs back to the flat position. Continue this cycle of bends for a
minimum of twenty times, taking not less than one minute to complete
the twenty cycles. B. Size: 7/32'' in width; 2 to 2 1/2'' in Length;
spaced 2 3/4'' Center to Center. C. The Fasteners shall be produced
with properly maintained dies to ensure that the finished product is
free of burrs, sharp edges, cracks, flaws, and malformations which may
cause injury to personnel, or damage to filed papers. The fasteners
shall also be free from oil and/or grease. Fasteners must be Kompakt
type embedded or similar. Glued on type Fasteners will not be
acceptable. D. Two Fasteners to be positioned (Prongs inside) as
follows: (1) One at the top of the Center Leaf, centered in the 9''
dimension, with center of Fastener 3/4'' from top edge. (2) One at the
top of the Right Leaf, 4 1/4'' from the outside edge center of
Fastener to be 3/4'' from top edge. Prior to affixing Fastener, top
edge of Center and Right Leaf must be reinforced with an approximate
4'' X 2 1/2'' strip of Tyvek Tape, wrapping around top of folder,
centered on Leaf width, and extending down face and back approximately
1 1/4''. Fold on scores to a Finished Size of 9'' X 14'', with Left
and Right expansion gussets folded in. Bottom flap folded in into the
Center Leaf; Right Leaf folded in on to center Leaf/Flap; and Left leaf
folded in on to Right Leaf. Packing: Pack 25 folders per box in uniform
quantities in shipping containers of 275 pound strength boxes furnished
by FPI. Folders are to be staggered for proper boxing with Fasteners.
packed shipping containers are not to exceed 44 lbs in weight. Internal
dimensions of shipping containers must not exceed the width or length
of the Folders by more than 3/8''. Labeling and Marking: Packing and/or
Container Labels will be supplied by FPI and applied by Vendor. All
shipments are to be palletized for shipment to Customer. The provision
at FAR 52.212-1, Instructions to Offerors - Commercial, applies to
this acquisition. Clause 52.212-2, Evaluation-Commercial Items is
applicable. Evaluation procedure is: Technical capability, Past
Performance and Price. The Government reserves the right to make award
on initial offer received, without discussions. Offerors shall submit
signed and dated offers, either on a SF33, or letterhead stationary to
Federal Prison Industries, 320 First St. N.W., 4th Floor, ACACIA Bldg,
Attn: Bid Custodian, Washington, D.C. 20534 or overnight or express
mail to 311 First St NW, ACACIA, 4th floor, Attn: Bid Custodian.
Facsimile offers are accepted at 202/508-8498. Clause 52.215-18
Facsimile Proposals is applicable. Offers must be received by 2:00pm,
October 09, 1996 and indicate name, address and telephone number of
bidder, technical description of the item(s) being offered in
sufficient detail to evaluate compliance with the requirements in the
solicitation, terms of any expressed warranty, price and any discount
terms, remit to address if different than mailing address, a completed
copy of representations and certifications at FAR 52.212-3, Offeror
Representations and Certifications- Commercial Items; acknowledgement
of all amendments. Offeror must hold prices firm in its offer for 60
calendar days from the date specified for receipt. If offer is not
submitted on a SF33, a statement specifying the extent of agreement
with all terms, conditions, and provisions included in the
solicitation. All offers that fail to furnish required representations
and certifications or information or reject the terms and conditions
of the solicitation may be excluded from consideration. Clause
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition. Clause 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders-Commercial Items,

or otherwise furnished to the successful bidder within the time for
acceptance specified in the bid, shall result in a binding contract
without further action by either party. Before bid specified expiration
time, the Government may accept a bid or part of a bid after its
receipt unless a written notice or withdrawal is received before award.
