(816) 426-5542 (Site Code DACW41) Architect-Engineer services are
required for up to two Indefinite Delivery Type Contracts for
Surveying, Mapping, Digitizing, and Aerial Photography services for
various Military and Civil Works projects for the Kansas City District.
The contract will be accomplished by separate task orders not to exceed
$500,000.00 each with a total cumulative amount of the contract limited
to $1,000,000.00 for a one-year period with an option for two one- year
extensions to the contract for an additional $2,000,000.00. This is a
negotiated firm fixed-price A-E contract. Estimated start date is 1
June 1997. This contract will include flying aerial photography;
surveying; mapping, digitizing from existing maps or directly from
analytical stereoplotter by utilizing Government-furnished topographic
maps, aerial photography or contract-furnished aerial photography to
Government specifications; horizontal and vertical control; film
diapositives; digitizing final map sheets; preparation of topographic
maps accomplished by analytical aerotriangulation; and stereo
compilation for various projects located within the Kansas City
District boundary. See Note 24 for general submission requirements and
evaluation factors. Significant evaluation factors are as follows: (1)
Specialized experience and technical competence in surveying and
mapping; (2) Firms should cite experience in topo and boundary surveys
and the contractor shall have the x,y,z coordinates, point codes, and
a table listing point codes; (3) Knowledge of an experience with Corps
of Engineers criteria; (4) Quality management procedures, cite in block
10 of the SF; (5) Capability for digitizing and preparing contract
drawings compatible with Intergraph CADD System's Microstation 32
version 4.0.3 or higher, cite in block 10 of the SF 255; (6) Cite major
items of field surveying equipment available for use in block 10 of the
SF 255; (7) Data shall be provided in a format compatible with Leitz
Set 2 total station (data logger SDR-33); (8) The professional capacity
to complete mapping and to field up to two survey crew simultaneously,
cite in block 10 of SF 255. Please address the professional
capabilities in block 10 of the SF 255. Items required are (A) One to
four survey parties consisting of 2 to 4 persons each, complete with
necessary vehicles, equipment and supplies, on a party-day basis, to
perform required control surveys. A 2-person survey crew will consist
of a party chief, rodman and one 4-wheel drive vehicle. A 3-person
survey crew will consist of a party chief, rodman, instrumentman, and
either one or two 4-wheel drive vehicles. A 4-person survey crew will
consist of a party chief,, two rodmen, instrumentman, and one or two
4-wheel drive vehicles; complete traversing equipment, including
one-second theodolite, targets, and distance measuring equipment
capable of measuring from 300 feet to one mile; and one pair of
walkie-talkie radios with rechargeable batteries and a minimum of
6-mile range. Separate costs will be negotiated for each crew depending
upon size of crew and required vehicles; (B) A point transfer device
and a comparator of an approved manufacturer; (c) the Compilation shall
be accomplished on stereo compilation instruments of an approved make;
(D) Aerial camera used shall be like Jena LMK or Zeiss RMK with
forward image motion compensations; (E) Global positioning system
capability; (F) Registration as land surveyor; (G) Past performance on
DOD and other contracts with respect to cost control, quality of work,
and compliance with performance schedules; (H) Location of firm in
general geographical area; and (I) Volume of DOD contracts awarded in
the last 12 months to the prime A_E firm. In block 8 cite whether the
experience is that of the prime (or joint venture), consultant or an
individual. Work cited that is experience of the prime (or joint
venture) from an office other than that identified in Block 4 shall be
so labeled. Responding firms not using the new SF 255, revised Nov 92,
are asked to Cite in Block 4 of the SF 255 only the staff located at
the office of the firm responsible for performing the work. Other firm
office of the firm responsible for performing the work. Other firm
offices and consultant's staff should be listed on a separate sheet.
Specify the address of the office the key person is assigned to in
block 7C. Interested firms having the capabilities to perform this work
must submit an SF 255 to the address listed below no later than close
of business (4:00 pm Kansas City time) on October 21, 1996. Each
firm/consultant listed within the SF 255 must have a current SF 254
(submitted within the last 12 months) on file with the Corps of
Engineers, or one must be submitted with this package. Solicitation
packages are not provided. This is not a request for proposal.
