767-1176 The Defense Technical Information Center (DTIC) has a
requirement for remedial and on-call maintenance for a Cygnet Model
1803-28 Expandable Optical Jukebox. DLA intends to award a firm-fixed
price contract for the period November 1, 1996 through September 30,
1997, for remedial and on-call maintenance services of equipment seven
days a week, twenty-four hours a day, 365/366 days a year. This is a
combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, announcement
constitutes the only solicitation; proposals are being requested
assupplemented with additional information included in this notice. A
written solicitation will not be issued. Solicitation SP4700-96-R-0062
and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-41. The following requirements must be
met. This system presently contains two (2) ATG/Cygnet Model GD-9001S
drives and over 50 twelve-inch, 9GB optical platters. The prices in
the contract shall be fixed and include all parts, transportation,
travel and labor for performance of remedial and on-call maintenance
services for the life of the contract, seven days a week, twenty-four
hours a day. A 4-hour maximum response time will be required for the
Principal Period of Maintenance (PPM) of seven days a week, twenty-four
hours a day. Resident on-site maintenance will not be required. The
cost for maintenance will also include the physical cleaning of the 50+
optical platters contained within the Jukebox on a semi-annual basis.
This service will be performed on dates and times mutually agreed upon
by both the Contractor and DTIC. The Government shall not be required
to make chargeable telephone calls for required maintenance.
Contractor maintenance personnel shall respond on-site within four (4)
hours after notification that equipment is in need of repair. All
equipment covered via the contract shall berestored to a fully
operational status or replaced with a fully operational, functional
substitute on a best-efforts basis. There shall be no additional
charges for replacement parts except in those instances where defective
parts cannot be removed from the installation and returned to the
Contractor for security reasons. The Contractor shall use only new or
used, remanufactured and warranted as new standard parts in effecting
repairs. All parts other than new shall be identified as such and
certified by the Contractor. All parts must be at current OEM
engineering change level. Replacement parts will become the property of
the Government after installation; parts which have been replaced shall
become the property of the Contractor. Parts swapping between operable
and inoperable systems' components shall not be used as a procedure
for fault isolation. The Contractor shall provide (for his own use)
atools, test equipment, service manuals, and diagnostic manuals,
software and equipment, equal to or better than that supplied by the
OEM, that are required to perform maintenance and diagnostics on all
equipment maintained through this contract. The Government accepts no
responsibility for loss or damage of any material stored at the site.
The Contractor must notify the Government site representative and
Contracting Officer in writing within 45 days after contract award of
any equipment not meeting standards. This written notification must
include exactly why the equipment is not within standards, when the
equipment should have been brought up to standards, and the cost to
bring the equipment up to standards. If no notification is received,
then all equipment will be considered as accepted by the Contractor as
being within standards. Maintenance Personnel Qualifications: (1)
Certification of satisfactory completion of one (1) year ADP
maintenance training on the OEM and type of equipment specified in this
contract in an ADP technical school and, (a) One (1) year general field
ADP maintenance experience on the OEM and specific models of equipment
specified in this contract, OR (b) two (2) years field ADP maintenance
experience on the OEM and type of equipment covered by this contract.
A total of four (4) years experience on the type equipment specified
herein may be substituted for items (1)(a) or (1)(b) above. (3) The
Contracting Officer and/or DTIC may require documentation showing proof
that any Contractor maintenance personnel meets these minimum training/
experience requirements. Offers are due by 2:00 P.M. local time 15 days
following date of publication of this notice. Provision at FAR 52.212-1

The clause at FAR 52.212-2, Evaluation - Commercial Items applies to
this acquisition. The following evaluation factors will be used to
evaluate offers: past performance, technical excellence, management
capability, personnel qualifications, and prior experience. Evaluation
of all offers will be made to determine the responsive and responsible
offeror which satisfies all mandatory requirements at the lowest
overall cost. Offerors are to include a completed copy of the
provisions at FAR 52.212-3, Offeror Representation and Certifications
- Commercial Items in their offer. The clause at FAR 52.212-4 Contract
Terms and Conditions-Commercial Items applies to this acquisition. The
clause at FAR 52.212-5 Contract Terms and Conditions Required to
Implement Statutes or Executive Orders - Commercial Items applies to
