AGRICULTURE EXPECTS TO NEGOTIATE, ON A SOLE SOURCE BASIS, AN EXTENSION
TO TELEPROCESSING SERVICES CONTRACT 53-3142-9-1022 WITH LOCKHEED
MARTIN DATA SYSTEMS FOR SERVICES PROVIDED TO THE NATIONAL AGRICULTURAL
STATISTICS SERVICE (NASS). THE CONTRACT CURRENTLY HAS A SYSTEM LIFE OF
8 YEARS. THE MODIFICATION IS TO EXTEND SYSTEMS LIFE BY 1 FISCAL YEAR.
NASS's MISSION IS TO ADMINISTER THE USDA'S PROGRAM OF COLLECTING,
COMPILING, AND DISSEMINATING CURRENT NATIONAL AND STATE AGRICULTURAL
STATISTICS. THE EXTENSION TO THE SYSTEM LIFE WILL ALLOW NASS THE TIME
IT NEEDS TO IMPLEMENT ITS NEWLY DEVELOPED CLIENT SERVER DATABASE
APPLICATIONS, COMPLETE INSTALLATION OF ITS WIDE AREA NETWORK, AND TO
EVALUATE THE MAINFRAME REQUIREMENTS NEEDED TO SUPPORT ITS RECENTLY
EXPANDED MISSION TO CONDUCT THE NATIONAL CENSUS OF AGRICULTURE. DURING
THE 1 YEAR EXTENSION TO THE SYSTEMS LIFE, NASS WILL REQUIRE THE VENDOR
TO SUPPLY THE FOLLOWING SPECIFIC HARDWARE, SOFTWARE, AND COMMUNICATIONS

WILL CONTINUE TO REQUIRE THE FOLLOWING BASIC REQUIREMENTS: 1) ALL SSOs
AND WASHINGTON, D.C., MUST PROCESS ON A CENTRAL COMPUTER CONFIGURATION
HAVING COMPLETE FILE SHARING; -2) ALL NASS UNITS MUST HAVE THE ABILITY
TO SHARE PROGRAM AND DATA FILES AS NEEDED TO AVOID DUPLICATION OF
EFFORT AND COST; -3) THE CENTRAL COMPUTER CONFIGURATION MUST BE ABLE TO
PROCESS BOTH BATCH AND INTERACTIVE CONCURRENTLY AND INTERCHANGEABLY;-4)
THE TELEPROCESSING SERVICE MUST BE ABLE TO RAPIDLY RECEIVE DATA
SIMULTANEOUSLY TRANSMITTED TO THE CENTRAL COMPUTER SITE FROM ALL SSOs;
-5) THE TELEPROCESSING SERVICE MUST PROVIDE A PRACTICAL, TIMELY, AND
ECONOMICAL METHOD OF BROADCASTING RELEASES TO ALL SSOs; -6) THE CENTRAL
COMPUTER CONFIGURATION MUST HAVE THE CAPABILITY TO PROCESS LARGE
VOLUMES OF DATA WITHIN SHORT TIMEFRAMES; -7) THE CENTRAL COMPUTER
CONFIGURATION MUST BE ABLE TO PROCESS A LARGE NUMBER OF REMOTE BATCH
JOBS DURING PEAK PROCESSING CAUSED BY THE NASS RELEASE DATES; -8) A
HIGH LEVEL OF FILE AND DATA SECURITY MUST BE PROVIDED BY THE OPERATING
SYSTEM IN ORDER TO PROTECT CONFIDENTIAL DATA. THE CONTRACT
MODIFICATION WILL BE ISSUED ON OR ABOUT NOVEMBER 1, 1996. AT THE
TERMINATION OF THE EXTENDED SYSTEM LIFE, THE DEPARTMENT WILL ISSUE A
REQUEST FOR PROPOSAL FOR FULL AND OPEN COMPETITION FOR NASS's NEWLY
DEFINED TELEPROCESSING REQUIREMENTS. THE STATUTORY AUTHORITY FOR OTHER
THAN FULL AND OPEN COMPETITION IS 10 U.S.C. 2304(C) (1). ONLY ONE
RESPONSIBLE SOURCE. SEE NUMBERED Note 22. NO OTHER NOTICE WILL BE
ISSUED ON THIS PROPOSED CONTRACT MODIFICATION. SUSIE A. BOLLING
