D -- INFORMATION TECHNOLOGY NETWORK SYSTEMS STRATEGIC PLANNING SERVICES DUE 100396 POC Karin E. Eddy / Rebecca A. Guenthner 301 496-3878. The National Institute of Allergy and Infectious Diseases/NIH is seeking sources to supply strategic planning services including a systematic review and analysis of the present state of the NIAID Information Technology programs and LAN/WAN network system. Only Firms with the following qualifications will be considered: mandatory criteria) 1) Qualitative/ Quantitative Systems in-house equipment and Modeling Expertise and experience; (2) 45 minute quick response time to NIAID sites in the Greater Washington Metropolitan Area; (3) Expert in-house staffing. Work comprises analyses of NIAID's present situation by first construction of a realistic computer model that simulates NIAID's network systems and operations; assessment of human resources; organizational patterns; network economics; infrastructure; hardware/software systems; network systems; network operations. For the first mandatory criteria above, it will be necessary for any successful offeror to possess sophisticated transportable computer systems that can be connected to the NIAID network for collecting data for developing a computer simualtion model of the NIAID network. NIAID requires the use of the latest cutting edge quantitative technology for these purposes. This will be used to perform the analyses and measuring of information flow to identify bottlenecks and problem areas in existing systems. Offeror must be capable of performing complex anayyses of LAN/WAN traffic loading(s); supplying high-level professional experienced engineers to perform capacity measurments with NetworkVUE; analyzing network traffic with respect to network protocols, sub-protocols and router protocols noting protocol characteristics and behavior; and synthesizing findings and results. Further, there must be ready, comprehensive capability for: (1) analyses including desktop applications; (2) characteristics (client to server traffic) to provide baseline traffic data (3) NetworkVUE analyses and computer simulations of NIAID's network in a controlled environment; (4) data collection with Norton's Network Administrator (applications); and (5) analyses of PC/MAC/NT/UNIX work stations, etc. Offeror must provide documention of experience with the above hardware and software. Experience is required with network traffic load anayses used to compare current capacity with projected capacity needs; capability to use analysis information to recommend solutions for the kind and amount of traffic crossing the links. Experience required includes dealing with major carriers with regard to specification such as rates, guaranteed throughput, and availability of services; capability to develop updatable database of carrier's offerings using technology probe systems such as Make System's WinMIND or Network VUE; performing complex capacity analyses of LAN/WAN systems and complex software environments. Offeror must give evidence of trained personnel and possession of appropiate hardware and software. Offeror must provide documented evidence of in-house staff engineering (possessing engineering or computer science degrees), experience with NetworkVUE equipment (or its equivalent) and in-house staff engineering experience of at least three years with NetworkVUE (or its equivalent) on Wide Area Networks of the size and scope of that of NIAID. The offeror must provide references that NIAID can contact to support this requirement. Finally, the offeror must provide documented evidence of at least three years experience and references ofsuccessful IT Strategic Planning with organizations of the same or larger size of that of NIAID. With the capability described above, offeror must be prepared to : 1) assess the existing situation; 2) design and develop a strategic planning program using advanced computer simulations and modeling techniques for network to prepare a strategic plan for network operations including projections for a 5-year planning process assessing growth and development needs; 3) perform the first year of 5-year planning process and 4) give assurance of continuity to be able to support NIAID network LAN/WAN strategic planning for the next several years.
