D -- DEVELOPMENT OF AN EPA INFORMATION AND DATA BASE SECTION ON THE STANDARDS ALERT SERVICE SOL 96-DC-03315 DUE 101196 POC Contact Point, Kathryn Barton, (202)260-2354 This is to announce the intention of the Environmental Protection Agency (EPA) to award, on the basis of other than full and open competition, a small purchase order to the National Standards System Network (NSSN), American National Standards Institute (ANSI), New York, New York. The purpose of this purchase order is to provide for the development of an EPA information and data base section on the Standards Alert Service of the NSSN, part of ANSI. NSSN/ANSI will develop the software and other necessary electronic elements of constructing the Alert Service on the NSSN; acquire, index and incorporate information about EPA standards and regulatory documents; provide for the initial release of bibliographic information about EPA which will allow users to identify EPA requirements and link directly to EPA World Wide Web sites containing those documents; and provide an intitial plan for automatic updates to EPA. major end use applications. EPA believes that NSSN/ANSI is the only firm who can provide these services, as the NSSN is a unique system which is being developed by government and private sector standards users and developers. Further, ANSI is the only National standards accreditation body and the only U.S. member to the International Organization for Standardization. ANSI's access to national and international voluntary standards information is unique; there are no other national standards networks or network systems comparable to the NSSN. However, EPA will accept quotes from other vendors who can demonstrate their ability to provide the services required, as specified above.
