22204-2199. The Defense Information Systems Agency (DISA) intends to
enter into cooperative agreements with eligible mentors in accordance
with the DoD Mentor - Protege Program. The cooperative agreements will
focus on the information technology areas within DISA's core
functional missions. The purpose of this DoD program is to provide
incentives for DoD contractors, performing under at least one active
approved subcontracting plan negotiated with DoD or other Federal
agencies, to assist small disadvantaged businesses (SDBs) in enhancing
their capabilities to satisfy DoD and other contract and subcontract
requirements, to increase the overall participation of SDBs as
subcontractors and suppliers under DoD contracts and commercial
contracts, and to foster the establishment of long term business
relationships between SDBs and such contractors. Under this program,
eligible companies approved as mentor firms will enter into mentor -
protege agreements with eligible SDBs as protege firms to provide
appropriate developmental assistance to enhance their capabilities as
noted above. A description of the program and eligibility requirements
is in Appendix I of the Defense Federal Acquisition Regulation
Supplement. Proposals received will be evaluated by a panel which will
judge the merits of the 1). technical approach in terms of meeting the
developmental needs (technical) of the identified protege, 2).
corporate capability to provide the proposed assistance to the SDB
protege firm, 3). management plan showing project staffing and methods
to resolve problems and resolve them, 4). organizational commitment
measured by usage of corporate resources and 5). small business
