synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This notice consititues the only
solicitation; offers are being requested and a written solictation will
not be issued. The solici tation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-40. This procurement is being accomplished under the Simplified
Acquisition Threshold (SAT) procedure of the Federal Acquisition
Streamlining Act. The offeror shall state in their offer their size
status for this procurement. This is a total small business set-aside.
The standard industrial classification (SIC) Code is: 3541. The small
business size standard is 500 employees. This procuremenet is to
furnish and install a vertical machining center and tooling package to
be used for general machining of ceramic models and light duty
machining of tooling associated with ceramic models. This notice is
being issued as a Request for Quotation, RFQ2-36464(WLS) for the
following: Line item one (1): Furnish and install a vertical machining
center which includes the machine, PC compatible 486DX4 100MHz CNC
unit, and software, packaged as a single space saving unit, with
separate tooling package. Quantity requested is one (1) and unit of
measure is sys. (A) The minimum salient characteristics of the vertical
machining center are as follows: (A.1) Maximum outside dimensions 75''W
x 77''D x 92''H, (A.2) Fully enclosed guard system, (A.3) Reinforced
box construction columm (A.4) Steel way covers to protect sliding
members, (A.5) High precision ball screws on X,Y, and Z axes, (A.6)
Preloaded center mounted ball screw nuts on X,Y, and Z axes, (A.7) All

characteristics of the separate tooling package are: (F.1) Must allow
user specification of desired sizes and accessories, (F.2) Must fit
CatV40 spindle nose, (F.3) Concentric to .0002'' TIR, (F.4) Shank taper
accuracy AT3 or better, (F.5) Low friction black oxide finish, (F.6)
Fully ground flange and V-groove, (F.7) Flush precision closure not for
collet chucks must grip tool close to cutting edge, (F.8) Must have
compatible straight shank extensions. Installation of the equipment at
NASA-Ames Research Center, Building 242, Room 101, shall be
accomplished no later than thirty days after award of this purchase
order. (2) Provide a training program for training of individuals in
use of the system. Training may take place on-site at NASA-Ames or at
the contractor facility, whichever is most reasonable by all parties.
This is for a commercial product currently in production. NASA will not
fund development costs for any new hardware. Proposals to develop a
system to satisfy these requirements will not be considered. The
offeror shall indicate the manufacturer, brand, and model number
offered and provide a description in sufficient detail to show that the
product offered meets the specifcations included in this notice. If the
end product offered is other than a domestic end product as defined in
the clause entitled Buy American Act-Supplies, the offeror shall so
state and list the country of origin. Place of delivery and acceptance
is NASA-Ames Research Center. Delivery is required 30 days after award
of contract. The FOB delivery point is NASA-Ames Research Center,
Receiving Section, Building 255, M/S 255-3, Moffett Field, CA, 94035.
FAR Provision 52.212-1, Instruction to Offerors-Commercial, applies to
this acquisition. Late offers: Offers or modifications of offers
received at the address specified for the receipt of offers after the
exact time specified for receipt of offers will not be considered. FAR
Provision 52.212-2, Evaluation-Commercial Items applies to this
acquisition. FAR clauses 52.212-4, 52.212-5, 52.225-3 and 52.225-9 are
applicable with the exception of 52.212-5, paragraph (c). The Federal

The Defense Priorities and Allocations System (DPAS) assigned rating is
DO-C9. All responsible sources shall submit written responses which
shall include (1) Solicita tion number: RFQ2-36464(WLS), (2) Price, (3)
discount/payment terms, (4) a description with sufficient technical
detail to show that the product offered meets the Government
requirements through descriptive literature. Offerors shall provide the
information required by FAR Provision 52.212-3, (Representations and
Certifications--Commercial Items) with their offer. Questions regarding
this acquisition must be submitted in writing no later than September

by 4:00 p.m. on October 7, 1996, to the attention of Wanda L. Snyder,

Field, CA 94035. It is contemplated that a firm fixed price contract
will be awarded. Award will be made to the responsible offeror
providing the most advantageous offer to the Government, price and
other factors considered. The following factors will be used to
evaluate offers: (1) Technical capability of the item offered to meet
the Government requirements included in this solici tation, (2)
Past-performance (the system offered shall be of proven design with a
history of statisfactory performance as demonstrated by units in the
field), (3) Price. It is anti cipated that an award will be made within
10 business days after the date of receipt of quotations. NASA has
established an ombudsman program to improve communications with

synopsis/solicitation for this procurement acts as a formal RFQ. This
is a combined synopsis/solicitation. The expected return date for a
