(504) 255-5911, Contracting Officer. The Government intends to award a
contract sole source to The Systems Group for the Directives and
Analysis's Branch's Electronic Publishing System Software Support
Service for Interleaf, Oracle, RDM and Xerox Intran. This Electronic
Publishing System is a highly complex system that encompasses hardware,
software, and connectivity components from a wide range of Original
Equipment Manufacturers (OEMs), and as such, has required an extremely
complex and detailed systems integration effort as the major component
of its implementation. This systems integrations effort has been
accomplished in its totality by The Systems Group over a period of
approximately two (2) years. This requires that the vendor be able to
maintain continuous coordination with the OEMs during the course of
this implementation effort, as well as provide the total integration
functions necessary to provide a system that satisfies the
functionality requirements of its user community. The Electronic
Publishing System itself includes IBM RS 6000s, Sun Sparc workstations,
and IBM PS2 utilizing X-windows emulation. The systems software is
depicted in further down in the synopsis. It is supported by an IBM 9x2
mainframe system, and a Unix Pyramid (Nile) minicomputer. The
contractor will be required to provide integrated system-wide
maintenance manager and support services, as follows: (1) Custom
Consulting Support; (2) Custom Analysis and Engineering Support; (3)
Custom Training Support; and (4) Full Service Software Maintenance
Services and for those software products is identified further down in
the synopsis. The deliverables associated with this task are the
services described in the task above on as required basis. The
contractor may employ the services of another subcontractor or other
organizations or OEM vendors as subcontractors in fulfilling this task.
However, the contractor shall remain the prime contractor, with
ultimate responsibility for the successful execution of all services
throughout the life of this contract. Listed below are the Electronic

document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 90-41. The response shall be
sufficient to permit agency analysis to establish capability to meet
these requirements at a price lower than whan the government can obtain
from the The Systems Group. If no affirmative responses are received,
the government will proceed with negotiations with The Systems Group.
Responses must be received within fifteen (15) calendar days after
publication of this notice in order to be considered by the Government.
