Systems Center Test and Evaluation Directorate (SMC/TE) located at
Kirtland AFB, NM anticipates release of a five-year option draft
solicitation for orbital and Intercontinental Ballistic Missile (ICBM)
sub-orbital launch systems and launch services for the integration of
various payloads using excess Minuteman ballistic missile motors. The
Orbital/Sub-orbital Program (OSP), being managed by the Launch Test
Program office (SMC/TEB), will provide enhanced capability and
flexibility in the development of low cost ICBMs and space launch
systems to meet a wide variety of mission requirements. Launches may be
required from a Government range (Western Range or Eastern Range), or
from one or more commercial spaceports located in Anchorage, AK, Cocoa
Beach, FL, Norfolk, VA, and Lompoc, CA. The draft solicitation serves
to promote, among other things, a better understanding of this
agency's requirements. The draft solicitation will be released on or
about 30 Sep 96. Interested parties must submit a written request for
a copy of the draft solicitation from SMC/TEKB, Attn: Karen L. Ross,
3550 Aberdeen Ave SE, Building 415, Kirtland AFB, NM 87117-5776, or by
facsimile at (505)846-5152. Verbal request for a copy of the draft
solicitation will not be honored. Firms having already submitted a
written request to receive the draft solicitation, or having submitted
Statements of Capability in response to the Sources Sought Synopsis
(published in the Commerce Business Daily on 12 Mar 96), are already on
the mailing list for the draft solicitation. Foreign firms are advised
they will not be allowed to participate as the prime contractor. The
draft solicitation will be made available on the internet on or about
30 Sep 96 on the Phillips Lab Home page http://www.plk.af.mil/. A
presolicitation conference and subsequent release of a formal
solicitation is contemplated. Should a presolicitation conference be
deemed necessary, interested parties will be notified of the time,
date, and location of the presolicitation conference. Potential
offerors are advised that a U.S. SECRET facility clearance will be
required prior to award of any resulting contract. Additional
information regarding facility clearance will be provided in the draft
solicitation. Research and data information which may be available for
review or which may be produced under a resulting contract may contain
Military Critical Technology List (MCTL) information whose export is
restricted by the Export Control laws and regulations. Only those
companies who are on the Certified Contractor Access List may receive
such information. Request certification and registration be obtained
from the Defense Logistics Service Center (DLSC), Federal Center, 74
North Washington, Battle Creek, MI 49016-3412 (Telephone Number is
1-800-352-3572). The Government does not intend that Federally Funded
Research and Development Centers (FFRDCs) use privileged information or
access to facilities to compete with the private sector. If a
contractor proposes using an FFRDC as a subcontractor, other than
DoD-sponsored FFRDCs in the capacity discussed in DFARS 235.017, it
must provide rationale in its proposal that supports the unique
capability of the FFRDC. The contractor's proposal must demonstrate
that the FFRDC can accept work from other than the sponsor. An
Ombudsman has been appointed to hear concerns from potential offerors
or offerors during the proposal development phase of this acquisition.
The purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when established channels are not used
to address concerns during the proposal development phase of this
acquisition. Potential offerors should communicate first with the
Contracting Officer (Major George R. Clark, SMC/TEKB, (505)846-5062) to
request information, pose questions, and voice concerns before
contacting the Ombudsman. In those instances where potential offerors
or offerors cannot obtain resolution from the Contracting Officer, they
