A -- CONTINUATION OF DEVELOPMENT OF ALCOHOL FUELED ENGINES SOL 68-C4-0014 DUE 092396 POC Contracting Officer, Linda J. Ketchum, (513)366-2001 FEV Engine Technology has provided developmental expertise under contract 68-C4-0014 to design, fabricate and calibrate alcohol-fueled direct injection engines and components and has developed unique, one-of-a kind prototype alcohol-fueled engines and engine components. . The US EPA intends to negotiate an expansion of contract 68-C4-0014 to achieve continuity in the data generation and collection in the design and development of several state of the art engines including the Dual Expander, the Burst Power Engine I, the Low BMEP Engines, and Controlled Preignition II. The US EPA intends to negotiate on a sole source basis an increase to the Level of Effort for this contract of 42,000 hours and $4.2 million. The contract may also be extended from its current completion date of 31 May 1997 for an additional seven months for performance ending on 31 December 1997. EPA intends to build upon the expertise developed by FEV on under this contract and predecessor contracts to continue with the development of several different type alcohol-fueled engines and to summarize the data in a way that will allow the use of the data in decisions EPA will make regarding the direction of future development programs. Negotiations shall be conducted pursuant to the authority of 42 U.S.C. 253 (c) (1), which allows for negotiations without full and open competition if there is only one responsible source. The basis for this determination is that only FEV Engine Technology could build upon the research which as already been completed under the current contract. To date, FEV has expended over 7 years hours in developing data developing these prototype engines. It is critical that the research be a continuation of that previously conducted in order to ensure the reliability of the data and without duplication of costs or previous effort. THIS IS NOT A REQUEST FOR PROPOSALS. Sources wishing to be considered must submit documentation to the office identified above which establishes that: (1) the company has expertise in alcohol fueled engines such as the Burst Power Engine and the Controlled Preignition II as indicated above and can demonstrate that they can successfully continue the development from the current point forward; (2) they have the facilities and personnel available to continue the research; and (3) that the can provide continuity in the development and data collection process to maintain reliability of the data and without duplication of costs. Personnel must have direct experience in testing direct injection combustion systems and collecting and complying data concerning the tests.
