(RFO) for continuation of the Commercialization Center. See Numbered
Note 22. The Enterprise Center has played a key role in the formation
and implementation of an incubator concept unique to the Clear Lake
City Area. The purpose of this incubator concept is to provide a
mentoring relationship to very small entrepreneuers involved in the
complex processes of technology transfer. Plans are currently in work
to revise the methods of operation for the incubator process. Since the
new processes may change significantly, it is prudent to continue the
current operation until further definition is concluded. See Numbered
Note 26. This procurement is being conducted under the NASA/JSC
MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy on April 16, 1993. Requests for copies of the RFO
must be submitted to the contract specialist or contracting officer.
All responsible sources may submit an offer which shall be considered
by the agency. The RFO will be released approximately September 12,
1996 after publication of the synopsis on the Internet. An ombudsman
has been appointed to hear concerns from offers and potential offerors
during the preaward phases of this acquisition. The purpose of this
ombudsman is not to diminish the authority of the contracting officer,
the Source Evaluation Board, or the selection official, but to
communicate concerns issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested the ombudsman will maintain strict
confidentiality as to the source selection proceoss, or the ajudication
of formal contract disputes. Interested parties are invited to call the
installation ombudsman, Susan H. Garman at 713-483-0490. Concerns,
issues, and disagreements which cannot be resolved at the installation
may be referred to the NASA ombudsman, Tom Luedtke at 202-358-2090. If
