Space Flight Center intends to issue RFP5-53458-431 to ITT Aerospace
Communications, 1919 West Cook Road, P.O. Box 3700, Fort Wayne, IN
46801, pursuant to 10 U.S.C. 2304(c)(1)--ONLY ONE RESPONSIBLE SOURCE.
NASA/GSFC requires the Contractor to provide one Advanced Very High
Resolution Radiometer/3 (AVHRR/3), including pre-launch test and space
integration support for flight on the METOP/2 meteorological
satellite. The AVHRR/3 is a channel radiometer, sensing in both visible
and infrared frequencies. ITT has designed and fabricated the AVHRR/2
& 3 instrument series. As such, ITT has the expertise and familarity
gained through proto-flight development, flight build, and flight
worthy maintenance. Such expertise is essential to maintain program
continuity and minimize cost and schedule slips. This AVHRR/3
instrument must be interchangeable, in all ways, (e.g. size, weight,
power, performance, shape, data content and format, EMI character,
connection pin assignments, and heat transfer) with the NOAA N and
N'/METOP/1 series of instruments currently being built by ITT. This
effort must be completed so that the instrument is ready for
integration with the METOP/2 spacecraft by the year 2000. This will
ensure continuity in the flow of operational data used for
environmental studies and weather forecasting. No other source is known
to have the capacity to meet the Government's requirements under the
current launch schedule and budget constraints. Any qualified or
responsible parties are requested to fully identify their interest and
capabilities within 15 days of publication of this synopsis to the
