This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP) and this includes all provisions and clauses in effect thru FAC 90-37. This is a sole source requirement in accordance with FAR 6.302-1. This RFP has the following line items: 0001 Software support maintenance for Digital Equipment Corp s/w for the following: VMS SSS VAX 6000-220, 320, 410, VMS SNS VAX 6000-22, 320, 410, VMS SNS VS 3520,3540, VMS SNS V6000-240, 340, 350, 420, VMS SSS V6000-240, 340, 350, 420, Open VMS AXP Base DEC 3400 SSS and associated documentation update svc; 0002 Analyst Support Maintenance for s/w. This requirement is anticipated for a period of one year. The following clauses and provisions apply; 52.212-1, 52.212-3 shall be included with any offer, 52.212-4, and 52.212-5. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty five-days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
