circulated in accordance with Article 10.6. G/TBT/Notif.96.237. 1.

document: Proposed Amendment to the Motor Vehicle Safety Regulations
(pages 1992-1995). 6. Description of content: At the moment, the
requirements governing ``add-on'' motor vehicle restraint equipment,
which is installed after purchase by users, are contained in the Motor
Vehicle Safety Regulations (MVSR) under Sections 213, 213.1, 213.2,
and 213.3. The new Motor Vehicle Safety Act, which came into force on
12 April 1995, gives the Department of Transport explicit authority
over add-on restraint equipment and sets additional requirements with
regard to this equipment. As a result, a separate body of regulations,
called the Regulations Respecting Motor Vehicle Equipment for Use in
the Restraint of Children and Disabled Persons, is being created which
will render the requirements contained in the MVSRs redundant. This
Amendment will repeal Sections 213, 213.1, 213.2, and 213.3 of the
MVSRs, which are entitled ``Child Restraint Systems'', ``Infant Seating
and Restraint Systems'', ``Booster Cushions'' and ``Restraint Systems
for Disabled Persons'', respectively. It will also rescind the
definitions related to add-on restraint equipment, as they are no
longer necessary, and remove the references to the above Sections from
Schedule III of the MVSRs. As part of this Amendment, a change is also
being made to Section 213.4 of the Regulations, which is entitled
``Built-in Child Restraint Systems and Built-in Booster Cushions''. At
the request of automotive manufacturers, Section 231.4 of the Motor
Vehicle Safety Test Methods has been revised to clarify the procedure
for measuring the back of a built-in child restraint system. This
Amendment updates the reference to the applicable test method, which is
