COMMERCE BUSINESS DAILY ISSUE OF SEPTEMBER 25,1996 PSA#1687SWEDEN: CONSTRUCTION PRODUCTS The following notification is being
circulated in accordance with Article 10.6. G/TBT/Notif.96.240. 1.

applicable): Construction products. 5. Title, number of pages and
language(s) of the notified document: Amendment of the Mandatory
Provisions and General Recommendations on Type Approval and Production
Control. 6. Description of content: The mandatory provision contains
provisions and general recommendations on type approval and decisions
on production control concerning materials, structures or arrangements.
The goal is the same as in the original provisions, BFS 1995:6, TYP 1.
The revision means a general review of the provision and a more
detailed review concerning definitions, the scope, the withdrawal of
approvals and the participation of the certification bodies in
coordination meetings. 7. Objective and rationale: The Swedish
Parliament made a decision in 1992 on the introduction of an open
system for testing and inspection. An open system for testing and
inspection is primarily aiming at creating conditions for free
circulation of products. However, the Swedish Parliament has chosen to
go beyond what is required in this respect as regards
deregulation/harmonization by specifying that national systems for
technical testing and inspection shall be adapted to an open system.
The introduction of inspection systems open to competition therefore
means that all authorities concerned have to adapt their procedures for
inspection and certification accordingly. This applies to the system
for voluntary type approval and production control regarding products.
