notification is being circulated in accordance with Article 10.6.

applicable): Tools for measuring opacity levels of exhaust fumes
produced by diesel engines. 5. Title, number of pages and language(s)
of the notified document: Regulation on Rules for Measuring Devices:
Draft Rules Regarding Devices for Measuring Opacity Levels (35 pages in
English). 6. Description of content: The draft regulates the
application for type approval and the technical requirements to be met
by tools for measuring opacity levels. The requirements are based on
requirements existing in other EU member States. Article 6 contains a
provision which makes it possible to accept inspections carried out in
other countries. 7. Objective and rationale: At present, there are no
requirements for opacity meters in the Netherlands. Regarding the
implementation of Directive 92/55/EEC (in particular paragraph 8.2.2 of
the appendix) governing the measuring of exhaust fumes during the
periodic inspection of vehicles with diesel engines, an additional
clause to the existing Measuring Devices Regulation is required. After
all, for the proper implementation of the said inspection, it is
necessary to establish appropriate and unambiguous requirements for the
measuring tools. 8. Relevant documents: Measuring Devices
Regulation-Vehicles Regulations. 9. Proposed date of adoption: 1
October 1996. Proposed date of entry into force: 1 January 1997. 10.
