R -- LAB REGISTRATION AND TRACKING PROGRAM SOL 97-01(N) POC Erika Clark, Contract Specialist,(404) 842-6571 The CDC has been assigned the responsibility for maintaining a database registry of accredited BSL3 laboratories, in accordance with Section 511 of Public Law 104-132, The Antiterrorism and Effective Death Penalty Act of 1996,'' (enacted April 24, 1996). CDC proposed this rule to place additional shipping and handling requirements on laboratory facilities that transfer or receive select infectious agents capable of causing substantial harm to human health. CDC is concerned about the possibility that the transfer of certain infectious agents could have adverse health consequences for human health and safety and will require institutions receiving these select organisms to demonstrate the capability of being able to contain and manipulate them according to published guidelines. These requirements apply to laboratory facilities such as those operated by government agencies, universities, research institutions, and commercial entities. Those facilities requesting select infectious agents listed in the regulation must register with the Secretary of HHS, or with registering entities authorized by the Secretary, as capable and equipped to handle the select infectious agents in accordance with guidelines published by CDC/NIH Biosafety in Microbiological and Biomedical Laboratories. On-site inspections will be required to validate the registration once every three years. CDC will certify registration and provide criteria for the registration process. The source selected will be the only approved source for BSL3 lab registration recognized by the US Government other than the Government itself. The source shall be responsible for registering BSL3 labs, maintaining a registry of labs, assigning registration numbers, coordinating, tracking agents transferred, performing on-site inspections, training coordination, and reporting to CDC. A fixed price level-of-effort requirements contract with a 12 month base year and two 12 month options is anticipated. Solicitation 97-01(N) may be available on or about October 31, 1996 with anticipated offeror receipt date on or about December 2, 1996. All requests for this solicitation shall be in writing.
