The IRS intends to award a sole source contract with Commercial Information Systems (CIS) under the authority of FAR 6.3 for On-Line Database of Northwest public records. These records are commingled and crossmatched by business name, personal name, address(s), city, state, zip code, birth date, license plates/numbers, drivers' license number and many other identifies. System must be accessible 24 hours a day, 7 days a week. Database information needed for County Assessors records for the following counties in Oregon: Benton, Clackamas, Clatsop, Columbia, Curry, Douglas, Jackson, Jefferson, Josephine, Lane, Linn, Marion, Multnomah, Polk, Tilamook, Wasco, Washington, and Yamhill. Also in Oregon, we must be able to access: Aircraft Registrations, Bankruptcies, Corporations Information, Department of Motor Vehicles, Drivers Licensing, Pilots Licenses, and Uniform Commercial Code information. In Washington State must have access to the following County Assessors records: Clark, Cowlitz, King, Lewis, Pierce, Snohomish, Spokane, Thurston, and Walla Walla. Also in Washington, we need to access business licenses, contractors licenses, corporations information and Uniform Commercial Code information. Also State of Idaho information is necessary. A response must be received within fifteen (15) calendar days after publication of this notice. Included in the response must be sufficient information to determine capability to meet the government's requirements. A determination by the Government not to compete this proposed acquisition based upon response to this notice is solely within the discretion of the Government. (263)
