POC Contract Specialist, William Dorwart, 202-205-7088. The Small
Business Administration (SBA) intends to negotiate a sole source
procurement with Electronic Data Systems Corporation, (EDS), 13600 EDS
Drive, Herndon, VA 22071, for continued operation of the SBA Data
Processing Center. The services will cover the continued operation,
maintenance and support of the SBA Data Processing Service and the SBA
Data Communications System. Due to the agencies migration to a client
server environment (now being implemented), this short term
continuation of services is necessary to avoid any negative impart
during this conversion process. The contract will result in a service
contract of 18 months, effective 3/10/97, on a Unisys mainframe
computer system. The mainframe will be phased out during this 18 mth
period. There will be no funds available for a vendor to convert
current systems applications to a new environment, and the amount of
services provided in this contract will diminish monthly as all
applications are converted from the mainframe to a client/server
environment. For these reasons, the SBA requires that the mainframe
functions of the agency temporarily be carried out by EDS. This
synopsis is published under the mandate of FAR 6.302.1(d) (2), and does
not signify the pending issuance of any Request for Proposals. No
mailing list will be prepared and no solicitation documents will be
available for release. Responses will have to provide a description of
supplies and services to be provided, how they would be provided, and
how the Government would receive the overall best value. If no
affirmative responses are received within 15 days of publication of
this notice, negotiations for this requirement will be initiated with
