synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6 as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals being requested and a written soliciation
will not be issued. This solicitation is issued as _r&)xThis
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-41. This acquisition
is reserved for 100% Small Business Set-Aside, utilizing the Size
Standard in FAR 19 under Standard Industrial Code 7699. LINE ITEM 0001
-- 42 Each -- Type 1 Pews - straight style, size 21', wide, with
bookracks and upholstered kneelers. LINE ITEM 0002 -- 2 Each -- Type 2
Pews - straight style, size 6' wide, with bookracks, upholstered seat
and back. LINE ITEM 0003 -- 1 Each -- Altar Table, size 72'' wide by
30'' deepy by 39'' high, top with two pedestal bases and midcross
section to include relief grape cluster foliage decoration and details.
LINE ITEM 0004 -- 1 Each -- Lectern, size 24'' wide by 19'' deep by
45'' high, with one center shelf. LINE ITEM 0005 -- 1 Each -- Offertory
Table, size 28'' widey by 18'' deep by 32'' high, mobile with casters
and 1 center shelf. FOB point is Gateway Chapel 8 (Catholic Annex) Bldg
6300, Lackland Air Force Base, Texas. Desired Delivery is 60 days.
SPECIFICATIONS: Contractor shall provide all materials, tools, labor
and transportation necessary to deliver and install the above listed
items. PEWS and ALTAR FURNISHINGS shall be constructed of a combined
method inclusive of veneer over particleboard with some solid wood
detailing. Pews and altar furnishings shall be constructed of a
combination of Appalachian Mountain Oak solids and American Mountain
Plain Sliced Red Oak Veneers. Complete pews and altar furnishings shall
be in one tone throughout IMPERIAL WOODWORKS #126 OR EQUAL. Pews shall
include flat wood back and contoured seat with bookrack access under
the seat. Bookracks shall be designed to fit the same dimensions a
existing bookracks in the Protestant Annex, Chapel 8, Bldg 6300. Pew
backs shall have a solid oak cap rail on the top for a minimum of not
less than 5 ply with a minimum finsihed size of not less than 15'' in
depth. The top ply shall be American Mountain Plain Sliced Red Oak
veneer. The 3 center plies shall be 5/16'' industrial grade
particleboard with a minimum density of 48 lbs. per cubic foot and the
bottom ply shall be an NVF laminating sheet. The top of the pew back
and front edge of the seat shall be finished with a 1'' by 1-3/4'' wide
molded solid Red Oak cap rail affixed using a mortise and tenon joint.
All pew bodies shall be IMPERIAL WOODWORKS INC STYLE #944 OR EQUAL.
Ends shall be 2'' thick using a minimum of 2 plies of a 1'' industrial
grade particleboard as described above and shall be a minimum of 17''
wide at the widest point, 28'' high inclusive of base and shall be
designed to include traditional flat end panels with curved, radisued
edges. Ends shall be lower in overall height than angled back profile
and above the top edge of the end panel. The ends shall utilize a
hardwood crossband underneath the Red Oak face veneer IMPERIAL
WOODWORKS INC SYTLE #250SE OR EQUAL. End panels shall be plain and free
of any trims molding or any other decorative treatment. Supports shall
utilize a minimum of 2 plies of 3/4'' particleboard which is applied
to solid oak edges. Supports shall be a minimum of 1-1/2'' thick with
a maximum unsupported span not to exceed 6' (4' to 5' is in keeping the
existing design). The blind joint method of butting lengths together
shall be used whenever intermediate support panels are required.
VENEERS: Shall be American Mountain Plain Sliced Red Oak and shall be
book matched. Wherever intermediate joints are used to span extra long
seats and backs, the blind joint method shall be used. FINISHED:
Contractor shall use SHERWIN WILLIAMS ''SHERWOOD SUPER FINISH''
(nitgrocellulose hot lacquer no was) OR EQUAL. Hot lacquer shall be
applied under pressure with an airless gun. A clear lacquer top coat
shall be applied with all surfaces to be uniform in color and grain.
HARDWARE: Contractor shall ensure all hardware is rust-free, safe,
finished, and installed as inconspicuously as possible. Hardware shall
be 'CHICAGO EXPANSION BOLT'' type concrete floor or EQUAL. UPHOLSTERY:
Kneelers for Type 1 pews, Type 2 pews and altar chair seat and back
shall include padding. Materials shall include Class A fire rated nylon
blend fabric for seat and back upholstery. Kneelers shall be vinyl and
have the capacity for retractability. Colors samples shall be
submitted with bid sample for review, selection and approval prior to
production of pews. INSTALLATION: Contractor shall notify the
government 10 days prior to delivery and installation of furnishings.
Contractor shall ensure manufacturing and installation of pews and
altar furnishing materials shall be finished, splinter free at all
cuts, edges, and surfaces shall be smooth and clean in accordance with
industry standards. Contractor shall submit to the Contracting Officer
an installation layout in which all pews shall be labeled and
designated a location code and shall be installed according to the
working sketches. The provision at 52.212-1, Instruction to Offers --
Commerical, applies to this acquisition. The clause at 52.212-5,
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commerical Items, applies to this solicitation.
Specifically the following clauses, cited are applicable to this
solicitation: 52.222-26, Equal Opportunity, 52.222-25, Affirmative
Action for Special Disabled and Vietnam Era Veterans; 52.222-36,
Affirmative Action for Handicapped Workers. The clause at DFARS
252.212-7800, Contract Terms and Conditions Required to Implement
Statues or Executive Orders Applicable to Defense Acquisitions of
Commerical Items, applies to this solicitation. Specifically the
following clauses, cited are applicable to this solicitation:
252.225-7001, Buy American Act and Balance of Payment Program. SITE
VISIT: A site visit is scheduled for 01 Oct 96 at 9:00 AM at Bldg 6300,
Catholic Annex. Offers are encouraged to attend. BID/PRODUCTS SAMPLES:
Contractor shall submit technical literature and warranty
certification with samples of all materials to be used to include
hardware, stain, particleboard, wood trim, fabric, foam vinyl color and
veneer with the price proposal. Sample shall be a minimum size of 6''x
6''. The clause at 52-212-2, Evaluation -- Commerical Items, is
applicable. The Specific evaluation factors are: a) technical
capability of items to meet the Government requirement: b) past
performance as determined by the ability of the offeror to show
projects completed within the last 3 years; and c) price. Offers must
include with their offer a completed copy of the provisions at FAR
52.212-3, Offeror Representation and Certifications -- Commerical
Items, and DFARS 252.212-7000, Offers Representations and
Certifications- Commerical Items. The clause at 52.212-4, Contract
Terms and Conditions -- Commerical Items, applies to this solicitation.
Concept sketches and layout drawings showing relationship between
elements will be available by faxing written request to the contracting
officer at (210) 671-5063 to include company name, address, commerical
and fax phone numbers. Quotes must be sent in writing to the
Contracting Officer above no later than 11 Oct 96. Award with be made
on or about 25 Oct 96. All responsible sources may submit an offer,
