white paper are deemed favorable with respect to above criteria will be
invited to submit full proposals within 30 days for further
consideration. White papers and subsequent proposals will be referred
to a review panel for the evaluation process. White papers and
proposals may be evaluated and selected as received or may be grouped
for review and evaluation. However, the white papers and proposals will
not be evaluated against other white papers and proposals. NRaD
reserves the right to select parts of proposals or select tasks
contained in proposals for award and to conduct discussions to
facilitate such awards. It is anticipated that between one and four
contracts will be awarded. Total funding for Phase 1 options is
anticipated to be approximately $300K, assuming funds are available.
Based on the results of Phase 1, it is anticipated that between one and
two Phase 2 options will be awarded totaling approximately $1000K,
assuming funds are available. Awards for a single Phase 3 option Will
be determined by the scope of the demonstration which is still to be
determined, assuming funds are available. Submitted white papers and
proposals will be evaluated as to their potential interest to the
government according to the following criteria: In descending order of
importance, 1) relevance and effectiveness with which the proposed
technology and application meets the objective of the Navy's HDR LOS
Digital Radio for Mobile Maritime Communications, 2) scientific and
technical merit of the proposal, as it relates th the Navy requirements
for the HDR LOS Digital Radio for Mobile Maritime Communications, 3)
potential risk of the proposal to meet the final objectives, 40
experience and knowledge of the principal investigator(s) and key
personnel, 5) offeror's capabilities, past performance, and facilities,
and 6) realism, completeness, and reasonableness of the proposed costs.
The Government desires unlimited rights with regard to data and
computer algorithms delivered under this procurement. Proprietary
concepts and information should be clearly identified up front and
marked in the proposals. An original plus 5 hard copies of the initial
white paper should be mailed to: NCCOSC RDT&E DIV, Attn.: C. C.

papers and proposals may be submitted up to the secret level. White
papers and proposals submitted at the secret level require a DD-254.
Contract award will be based upon the technical merit as indicated in
the evaluation criteria, and funding available. The government reserves
the right to select for consideration and possible award, all, some, or
none of the white papers and proposals received in response to this
announcement. The government may also select specific tasks within a
proposal for award. Awarded parties may be required to interface with
other awarded parties in order to integrate components of the HDR LOS
Digital Radio communications system. This notice constitutes a BAA as
contemplated in FAR 35.016. No additional written information is
available, nor will a formal request for proposals (RFP) or other
solicitation regarding this announcement will be issued. Interested
