Excellence (HQ AFCEE) and the Human Systems Center (HSC) is considering
customer support and data management for an Environmental Information
Clearinghouse service. Reference number for this synopsis is ''PKVA
F41624-96-R-8011''. REQUIREMENTS: Please see the Sources Sought
Synopsis number PKVD 96-01 published in the 20 May 96 CBD, issue
PSA-1598 synopsis #0019 for listing of specific requirements.
Geographic location: The awardee firm, must have an office in the same
metropolitan area as HQ AFCEE (currently, San Antonio, TX) upon the
effective date of the contract. The offeror MUST meet a qualification
requirement regarding information clearinghouse experience in order to
be eligible for award. For additional information, see the upcoming
RFP. The schedule of performance is anticipated to involve a
fully-funded basic contract performance period of approximately mid-Mar
97 through 30 Sep 98, and four options (i.e., option #1 from 01 Oct 97
to 30 Sep 98; option #2 from 01 Oct 98 to Sep 30 99; option #3 from 01
Oct 99 to 30 Sep 00; option #4 from 01 Oct 00 to 31 Mar 01.) The effort
is unclassified. ACQUISITION INFORMATION: The source selection
acquisition is being offered for competition LIMITED TO eligible
''8(a)'' concerns. The Standard Industrial Code (SIC) of 7379, Computer
Related Services, N.E.C. applies (see FAR part 19, threshold is
$18.0M). This proposed procurement is being considered for a
competitive small business ''8a'' set-aside. All eligible ''8(a)''
concerns are encouraged to request a copy of the solicitation as
expeditiously as possible, since the solicitation is anticipated to be
issued without a further notice (after SBA acceptance of the request
for the Section ''8(a)'' program). Anticipated procedures used in this
acquisition include written solicitation (Cost, Past Performance,
briefing charts used during oral prorposals, etc.) with oral (Technical
and Management) aspects to the proposal. It is anticipated that the
evaluation will contain a ''pass/fail'' qualification factor regarding
whether offerors have recent (e.g., since 1993) information
clearinghouse past experience. We expect that the oral portion of the
proposals will be received only from those firms determined to
successfully ''pass'' the past experience qualification factor. The
estimated RFP release date is late Oct 96, and the response window as
listed in the RFP (approximately 30 days thereafter). SOLICITATION
REQUESTS: Requests for copies of the soliciation must be received by
HSC/PKVAB, Attn: Mark Rounsavill, 3207 North Road, (Bldg 532) Brooks
AFB, TX 78235-5363, no later than 15 calendar days from the publication
date of this notice to ensure receipt of a copy from the initial
mailing batch. All requests received on or before seven calendar days
after the release of the soliciation will be honored; however after the
solicitation release, requests for soliciation will be honored on a
''first-come-first served'' basis as supplies last (see AFMC FARS
5305.102). Telephonic and other verbal requests will not be honored. Be

to be kept up-to-date. Requesters are encouraged to use AFMC Form 141,
Solicitation Request. Requests which include the Contractor and
Government Entity (CAGE) code will receive priority handling.
Solicitation packages honoring those requests will be mailed to the
address reflected under the CAGE code unless the contractor specifies
another address. PROPOSAL SUBMISSIONS: All responsible ''8(a)'' sources
may submit a proposal which shall be considered by the agency. Late
proposals will be handled IAW the procedures in FAR 15. The Government
reserves the right to award without having discussions (note:
contactors' oral proposal presentations are not necessarily considered
discussions). OMBUDSMAN: An ombudsman has been appointed to hear
concerns from offerors or potential offerors during development of this
acquisition. The purpose of the Ombudsman is not to diminish the
authority of the Program Director or Contracting Officer, but to
communicate contactors' concerns, issues, disagreements, and
recommendations to the appropriate government personnel. When
requested, the ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Interested

problems that have been previously brought to the attention of the
Contracting Officer and could not be satisfactorily resolved at that
