The FISC Norfolk Detachment Philadelphia intends to acquire under full and open competition services to establish, operate, and manage Primary Care Clinic Services in support of the Naval Medical Clinic Annapolis, MD. The Primary Care Clinic (PCC) shall provide primary and acute healthcare for two groups of eligible beneficiaries, those enrolled to the PCC and those not enrolled to the PCC and as part of the DoD TRICARE PRIME system, the PCC shall serve as one of the MTF's Primary Care Managers (PCMs). Staffing will include a Medical Director, Nurse Manager, healthcare practitioners, clinical support staff, auxiliary support staff and administrative support staff who are qualified to manage the volume of patients seeking care under this contract. A firm fixed price contract is contemplated with award being made by 1 June 1997 with a performance start date of 1 October 1997 through 30 September 1998 with four - one year options.
