This solicitation consists of 12,285 miles of grading, drainage, base,
paving and structure. Project includes: construction survey & staking;
construction scheduling; contractor sampling & testing; 3,000 hrs
flagging; temporary traffic control; permanent traffic control; 34,250
ton hot asphalt concrete pavement; 1,550 ton minor asphalt concrete;
172 ton asphalt tack coat; 370 lnft log curb; 2,200 lnft portland
cement curb & gutter; 5,500 ton untreated aggregate courses; 500 lnft
culvert & drains; 3 ea manholes, inlets & catch basins; 1,400
underdrains; 100 lnft silt fence; 15,700 ton select borrow; 11,500 cuyd
subexcavation; 5,000 M-Gal watering; 9,500 sqyd roadway obliteration;
600 lnft log fence; 1 gate; 15,000 sqyds earthwork geotextiles; 9,000
sqyd topsoil; 200 hrs rental equipment; 1,300 sqyd sidewalks; 2 stone
masonry headwalls; 249,000 lnft permanent pavement markings and other
small items of work. PRELIMINARY PLANS will be available on or about
October 9, 1996. This project is located approximately 21 miles
northeast of Columbia Falls, Montana. Estimated price range is between
$2,500,001 and $5,000,000. Presolicitation Notices are being provided
to firms on this agency's mailing list concurrently with the
publication of this synopsis.----The following applies only to
Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
