23 -- SNOWGROOMING VEHICLE WITH FRONT PLOW AND REAR TILLER SOL DAAG60-96-R-0013 DUE 101596 POC Contract Specialist RON CROWDER (914) 938-5859 Contracting Officer JEAN CARROLL (914) 938-5859 (Site Code DAAG60) (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitations will not be issued. (ii) This solicitation is issued as Request For Proposal (RFP) DAAG60-96-R-0013. (iii) The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular FAC-38. (iv) This solicitation is 100% Set-Aside for Small Business. The Standard Classification Code (SIC) is 3531, with a size standard of 750 employees. (v) (Line Item 0001): Snow Grooming Vehicle equipped with plow and tiller. (vi) The groomer shall be equipped, as a minimum, with the following: a. Tracked vehicle, four reinforced rubber belts, (each track) with heat treated steel grouses with ice cog capability, automatic track tensioning and release system. b. Track wheels are to be rubber, pneumatic tires are not desired. c. Power plant to be liquid cooled, diesel powered, turbocharged, intercooled with protected cold air intake system. d. Engine is to have fuel water separator, fuel filter, emergency fuel cut off, 275 H.P. or better, 110 volt block heated, and cold start assist. e. Drive train to be hydrostatic with independent track drive motors and pumps. f. Groomer must have zero degree (0) turning radius. g. Operator tractor control to be electronic, manual controls not desired. h. Cab design must accommodate two passengers with minimum blind spots for front, side and rear visibility. I. Lighting for both front and rear of vehicle and hazard light beacon, cab heating, window defrost for front and side and heated rear view mirrors. j. System electronics can be 12 or 24 volts. k. Alternator to 120 amps or better. l. Front plow to be 12 way, asymmetric with screens, control valves to be electronic. m. Hydrostatic rear grooming tiller, minimum two piece articulating with hydraulic depth adjusting, forward and reverse capability, 16 foot in length or better. n. Electronic diagnostic instruction book to trouble shoot and make repairs. o. Grooming capability to both push snow and till uphill as well as downhill while tilling in reverse. p. Service and maintenance manuals and parts booklets. q. Warranty information. (vii) Delivery required no later than 6 December 1996 at the Victor Constant Ski Slope, West Point, New York 10996. (viii) FAR Provision 52.212-1, Instruction To Offerors-Commercial is hereby included by reference. The following are addenda to FAR Provision 52.212-1: At paragraph (c) Period for Acceptance of Offers. The offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers. At paragraph (d) product samples, is not applicable to this requirement. At paragraph (h) multiple awards, is not applicable to this requirement. (ix) FAR Provision 52.212-2, Evaluation-Commercial Items is incorporated by reference with the following addenda; in paragraph (a); Technical, Price, Past Performance, with Technical having more importance than price; price having more importance than past performance. At paragraph (b) options, is not applicable to this requirement. (x) FAR Provision 52.212-3, Offer Representations and Certifications-Commercial Items, will be completed and submitted with the proposal. (xi) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, hereby applies to this solicitation. The following are addenda to FAR clause 52.212-4. All offerors under this Request for Proposal shall be required to submit to the United States Military Academy procuring activity a proposal whose minimum content is specified herein. Proposal not conforming to the minimum content may cause rejection of the offer. Each offeror shall submit five (5) complete sets of its proposal. (b) Contents of Proposal. (The following areas of your proposal must be addressed): (1) TECHNICAL - Submit literature to cover the following areas in descending order of importance starting with; Proposed Tractor/Tiller/Plow; Horse Power/Torque; Tiller Configuration; Tractor Operator Hydrostatic Controls; Front Plow; Cab Configuration; Hydraulic Controls/Front & Rear; Service and Maintenance (Type, Nearest Service Rep & Response Time); Track Configuration; Track Wheels; Side Slip Protection Effectiveness; Visibility; Operator Training; Track Tensioning Method; Engine Access; and Under Cab Access. (2) PRICE. (3) PAST PERFORMANCE - Submit name, address and telephone number of five (5) ski areas/mountains in which are presently using your proposed vehicle. (xiv) Defense Priorities and allocations system (DPAS) is not applicable for this procurement. (xv) Numbered notes not applicable.
