DACA05) Indefinite-Delivery, Indefinite-Quantity, firm-fixed price
service contract for Engineering and Environmental Investigative
Services II (EEIS II), for the U.S. Army Corps of Engineers (USACE),
Sacramento District within the South Pacific Division (SPD) boundaries
for projects related to investigation of hazardous waste sites at
active and inactive military installations, Formerly Used Defense Sites
(FUDS), and civilian sites. These sites may be in the states of
California, Utah, Nevada and Arizona. The contractor will be required
to furnish personnel, facilities, materials, and equipment necessary to
perform EEIS services in compliance with Federal, State, and local
laws, and Army rules and regulations. The processes used will be based
on the Comprehensive Environmental Response Compensation and Liability
Act (CERCLA) and may be satisfied by either the removal or remedial
action processes. The Contractor may also be required to evaluate
aspects of the Department of Defense (DOD) potential liability under
various laws and regulations, and to distinguish other federally
regulated activities such as those mandated by the Resources
Conservation and Recovery Act (RCRA), the National Contingency Plan
(NCP), the Clean Air Act (CAA) and the Clean Water Act (CWA). Services
may include the following: Preliminary Assessment Surveys;
Environmental Assessments and Environmental Impact Statements;
Environmental Risk Assessment Reports and technical Memoranda;
Specialty plans, surveys and reports; Non-intrusive investigation
including surface and near surface sampling and analysis using field
analytical techniques; Soil and water sampling and analysis using
SW-846 methods; Subsurface boring and sampling; Monitoring Well
installation; Unexploded Ordnance (UXO) Surveys by EE/CA Investigation
and Report; Operation of an existing wastewater or groundwater
treatment plant; Characterization and disposal of Waste, including
Investigation Derived Waste (IDW); General Database Management;
Installation Restoration Advisory Board Workshops; Community Relations
Plan; Value Engineering Evaluation and Reports; Graphical and
Geographic Information Systems (GIS). Task orders for specific projects
wil be issued under the basic contract. The acquisition method is
negotiated procurement. This acquisition is a competitive negotiation.
Award selection will be made using source selection procedures. A
technical and price/cost proposal will be required. Evaluation by the
Government will result in selection of one firm that represents the
best value to the Government. The performance period is one year from
the date of award with four one-year options which may be exercised at
the discretion of the Government. The awarded contract will not exceed
$4,000,000/year (total of 5 years not to exceed $20,000,000). The
minimum guaranteed amount for the first and the option years will be
$80,000 and $40,000 respectively. The procurement will be conducted
under SIC code 8999, Services Not Elsewhere Classified, with the size
standard for the SIC code limited to $5.0 million. Large businesses
competing for this project must comply with the FAR 52.219-9 clause
regarding the requirment for a subcontracting plan on the part of the
work it intents to subcontract. The recommended goals for
subcontracting are 52.5% for small business, 8.8% for small
disadvantaged business, and 3.0% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
support goals submitted. The Request for Proposals (RFP) will be
mailed out on or about 22 October 1996. Requests for solicitation may

to the Plan Room, First Floor, 1325 J Street, Sacramento, California,
95814-2922. Requests must be received by the CUT OFF DATE of 15
October 1996. Orders received beyond the CUT OFF date will not be
honored. Do not address to the contract specialist for this will delay
your order. There is no charge for the solicitation, however, because
a limited number of copies will be reproduced, only one set per firm
is available. Firms are requested to provide their name, street and
mailing address, telephone number and FAX number and the solicitation
number of the project when requesting a copy of the solicitation. All
responsible firms may submit a proposal which will be considered by the
