C -- INCINERATOR ENGINEERING STUDY SOL 97-13(N) POC Laurie Johnson, Contract Specialist,(404) 842-6633 The Centers for Disease Control and Prevention requires an Engineering Study which describes the present use of incineration for pathological, biological, and general waste, program requirements, condition of the present medical use incinerator, annotation of deficiencies, testing of the current operation, making recommendations, ascertaining applicable Federal and State regulations pertaining to the medical use waste incinerator, and exploration of new and alternative waste technologies. The report shall define present program waste generation, loading, present equipment capacity, analyze current operational parameters and make recommendations for improvement, repair or replacement. Cost estimates and life cycle costing shall be utilized to compare alternatives. A 20 year equipment life, under current load and usage conditions shall be utilized for economic comparisons. This scope of work will include an engineering study for Building 6 ONLY, 1600 Clifton Road, Atlanta, GA and testing ONLY of one incinerator at Building 6; testing ONLY of one incinerator at Building 16, 1600 Clifton Road, Atlanta, GA; and testing ONLY of one incinerator at Building A, 602 Webb Gin House Road, Lawrenceville, GA. Engineering studies are NOT required for Clifton Road Building 15 NOR for Lawrenceville Building A. Engineering team must have demonstrated experience in medical waste incinerator design, maintenance and testing. Categories of evaluation criteria and associated weight factors to be applied in the selection process are: (1) Project Team (15%): Professional qualifications and relevant experience of the team key personnel, joint venture team members and consultants as related to medical waste incinerators design, maintenance and testing for large institutional and laboratory facilities. Teams demonstrated ability in working together on previous projects will be considered. (2) Technical Ability (25%): Professional qualifications of the individuals performing various aspects of the project will be analyzed as applicable to design and testing of medical waste incinerators, cost estimating and knowledge of applicable codes will be considered key selection factors. Individual professional qualifications, licenses, and training will be evaluated. (3) Team Organization, Management, and Staffing (25%): The team's organization, management, and staffing as it pertains to the timely accomplishment of the work. Specifics of how the team plans to organize and accomplish the field work, staffing requirements, quality control, and project management will be key factors. (4) Team's Experience in Government and Private Industry Work: Documented experience in similar projects of equal scope and size, previous Government work, institutional and laboratory projects. Emphasis on incinerator design, repair and maintenance projects including field testing, cost estimating, report writing, and current code requirements. (5) Geographic Location (15%): Location of the team or office responsible for the field work portion of the project is significant for purposes of minimizing time and cost of travel resulting from the large amount of field work involved. Firms desiring consideration are invited to submit one copy each of SF 254 (SF 254 must be submitted for prime firm and each consultant) and SF 255. A maximum of ten additional letter size sheets of information will be permitted which specifically responds to the above criteria. SF 254 must be current, reflecting a date not more than one year from the date of this publication. Responses are due October 28, 1996, 2:00 p.m. local time. Site visits will not be arranged during the submittal period. This procurement is set aside for small business firms. The Standard Industrial Classification (SIC) Code is 8711.
