for solicitation #FA2550-96-R0001 for the Space Operations and
Maintenance (SOM) acquisition. The 50th Space Wing 50 (SW) is seeking
qualified contractors to provide services required for satellite
operations, operations support, maintenance and training for the 50 SW
organizations at Onizuka Air Station (OAS), California; Camp Parks
Communications Annex (CPCA), Pleasanton, California; Falcon Air Force
Base (FAFB), Colorado; Vandenburg Air Force Base (VAFB), California;
and the Global Positioning System (GPS) Back-up Master Control Station
(BUMCS) at Gaithersburg, Maryland. The 50 SW organizations provide
support for the Department of Defense (DoD), North Atlantic Treaty
Organization (NATO), United Kingdom, National Aeronautics and Space
Administration (NASA), and other space organizations. The purpose of
this announcement is to solicit offerors who can perform: 1) operations
to include on-console operations for several satellite programs NATO
III and IV, SKYNET IV, the Defense Satellite Communication System
(DSCS) II, and DSCS III (partial constellation); launch and early orbit
operations for DSCS III, Inertial Upper Stage (IUS) and SKYNET IV;
backup operations for DSCS III (full constellation), Defense Support
Program (DSP), and GPS; conduct data flow operations for the Space
Transportation System (STS), the Geostationary Operational
Environmental Satellite (GOES), the Tracking and Data Relay Satellite
(TDRS), and other Air Force Satellite Control Network (AFSCN) external
users; and on-orbit verification, anomaly resolution and payload
telemetry calibration; 2) operations support to include satellite
support planning, scheduling, and reporting; attitude and orbital
analysis; data product (i.e., element set/vector data, ground station,
identification, electromagnetic/radio frequency interference data,
velocity change calculations, etc.) data generation, data handling,
data manipulation, and data maintenance; and communications
architecture and configuration technical support for AFSCN users; 3)
maintenance to include organizational hardware, Level I software, and
Level I database maintenance for AFSCN common user equipment/software
and mission unique equipment/software for multiple Satellite Operations
Centers (SOCs); non-continuous Level I software, and Level I database
maintenance for AFSCN common user equipment/software and mission unique
equipment/software for the GPS BUMCS; Level I software maintenance and
technical support for the crew training emulator systems (CTE) at
VAFB; and, logistics support for the equipment and facility at CPCA; 4)
training to include simulation/scenario generation and maintenance for
mainframe systems (i.e., the generic telemetry simulator (GTSim),
training augmentation devices (TADs), etc.), and the personal computer
based system, CTE, to support launch rehearsal and Government
training; develop and conduct training programs in support of this
contract. The Security requirement for this contract is Top
Secret/Sensitive Compartmented Information/Single Scope Background
Investigation (TS/SCI/SSBI). The Government will conduct a site tour
from 3 Nov 96-8 Nov 96. The site-visit will include organizations at
Onizuka AS, CA; CPCA, Pleasanton, CA; FAFB, CO; and GPS BUMCS facility
at Gaithersburg, MD. Site visit requests must be submitted in writing
to Raylene Hillhouse, 66 Falcon Parkway, Ste 49, Falcon AFB, CO
80912-6649 not later than 3 Oct 96. A Security Clearance of Secret is
required for the site-tour. Security Clearance documentation must be
submitted to the Contracting Officer not later than 3 Oct 96. A
pre-proposal conference is scheduled for 13 Nov 96 at 8:00 a.m., Bldg
#T-66, FAFB, CO. Contact Beth Wood at (719)567-2316 for scheduling and
information. The Government will have a Bidder's Library located at
FAFB, Bldg #T-66 and is available to all offerors. Please contact A1C
Rivers at (719)567-3071 to schedule appointments for access to the
library. If reproduction is desired, offerors must provide their own
copiers as a Government copier will not be available for use. The
Government will utilize Headquarters Air Force Space Command's
Competition Advocate's Electronic Bulletin Board to release information
pertinent to this acquisition. If you do not have access to this

Government has the following tentative milestones for this acquisition.

Dec 96, (e) Award Contract 1 Apr 97, (f) Phase-In 1 Jul 97 - 30 Sep 97.
