(herein after referred to as the ''Contractor'', is the Integrating Management Contractor at the Department of Energy's (DOE) Rocky Flats Environmental Technology Site (Site) near Denver, Colorado. The purpose of this announcement is to identify qualified potential sources for the transportation, treatment, and disposal of two low level mixed waste forms (pondcrete and saltcrete) currently in storage at the Site. Contractor's acquisition of such services is subject to the availability of funding from DOE. Contractor is seeking expressions of interest and qualifications from firms or teams (herein after referred to as, ''Offeror'', which is defined as a joint venture, limited liablity company, or other single legal entity) who are capable and willing to provide all services associated with this announcement. It is anticipated that these services will include compliant transportation of the wastes to an off-site treatment facility, treatment of the wastes to an acceptable form, and compliant disposal of the wastes in accordance with all applicable laws, regulations, and agreements. In order to accomplish Contractor''s objectives Contractor is planning the following procurement activities: Step 1) PRE-QUALIFICATION: Solicit expressions of interest and identify qualified Offerors with the certified capability to transport, treat, and dispose of the subject low level mixed waste forms as set forth by the pre-qualification criteria identified below. This announcement constitutes this first step. Step 2) REQUEST FOR PROPOSAL (RFP): Issue a RFP to Offerors qualified under Step 1 above for transportation, treatment, and disposal of the wastes described below. It is contemplated that the RFP will include pertinent characterization information pertaining to the wastes and results of recent treatability studies that will be supplied by Contractor to the pre-qualified Offerors. Specific evaluation criteria will be provided with the RFP. Step 3) AWARD: Contractor contemplates awarding a single subcontract with a performance period of one year (see below for potential option periods). It is anticipated that the project (and total waste volume) will be divided into two phases roughly equating to each of two fiscal years' requirements and that the waste to be transported, treated, and disposed will be equally apportioned over the two phases. The subcontract awarded may include options for the second phase. Selection for the first phase does not guarantee that the awardee will be selected for the second phase. The Contractor reserves the right to award subcontract(s) for the second phase to alternate sources, in whole or in part, as set forth by the RFP. Services include, but are not necessarily limited to, treatability studies to demonstrate process applicability, off-site treatment, and off-site disposal. It is contemplated that the subcontract pricing will be fixed unit rates as set forth by the RFP. Successful Offeror's responsibilities include, but are not limited to: 1) Waste transportation which is compliant with all applicable laws, regulations, and agreements, 2) Treatment of the subject wastes to achieve compliance with the Land Disposal Restriction Treatment Standards set forth in 40 CFR 268 and applicable state requirements, and 3) Waste disposal in a licensed facility that is protective of human health and the environment. Subcontract award is subject to the availability of government funding to the contractor. Final pricing provisions will be set forth by the RFP. Brief Description of Waste Forms: PONDCRETE DESCRIPTION: Site pondcrete was generated from the solidification of sludges and water extracted from a previously operating solar evaporation pond. The solar evaporation pond was used to collect process wastewater as part of an integrated wastewater treatment strategy. The sludge/water combination was mixed with Portland cement and allowed to harden. Most pondcrete exists in solid form, although some remains in a semi-solid state. There is approximately 9,000 m3 (1600 kg/m3) of pondcrete in inventory. It is anticipated that there will be no additional generation of this waste. The pondcrete is contaminated with alpha emitting radionuclides at concentration levels below 100 nCi/g with typical concentration levels of less than 3 nCi/g. The primary radionuclide contaminants include plutonium-239, americium-241, and uranium-235m as well as common decay products and daughter products associated with these radionuclides. In addition to the radionuclide contaminants, the pondcrete contains constituents that render the waste hazardous in accordance with the Resource Conservation and Recovery Act (RCRA). Common contaminants include volatile and semi-volatile organic compounds (acetone, toluene, ethybenzene, xylene, and others) at concentrations ranging up to 10 parts per million (ppm), and metal compounds (barium, cadmium, nickel, and others) at concentrations ranging from less than 10 to 400 ppm. This waste is currently identified with the following EPA Hazardous Waste Codes: F001, F002, F003, F005, F006, F007, F009, F039, D006. The pondcrete may be reclassified without the F039 waste code and, if reclassification occurs, it will be specifically stated by the RFP. SALTCRETE DESCRIPTION: Site saltcrete was generated from the stabilization of chloride, nitrate, and sulfate salts that resulted from concentration and drying of process wastewaters. Concentrated salt solutions generated from the process waste evaporator were charged to a spray dryer/baghouse, removed as dried salts, and mixed with cement. As with pondcrete, most saltcrete is in stable solid form with some existing in a semi-solid state. There is approximately 5,000 m3 (1,600 kg/m3) of saltcrete in inventory. It is anticipated that there will be no additional generation of non-LDR compliant saltcrete. The saltcrete is contaminated with alpha emitting radionuclides at concentration levels below 100 nCi/g with typical concentration levels of less than 1 nCi/g. The primary radionuclide contaminants include Pu-239, Am-241, and U-235, as well as common decay products and daughter products associated with these radionuclides. In addition to the radionuclide contaminants, the saltcrete waste contains constituents that render the waste hazardous in accordance with the Resource Conservation and Recovery Act (RCRA). Common contaminants include volatile and semi-volatile organic compounds and metal compounds of types and concentrations silmilar to pondcrete. This waste is currently identified with the following EPA Hazardous Waste Codes: F001, F002, F003, F005, F006, F007, F009, and F039. The saltcrete may be reclassified without the F039 waste code, and if reclassification occurs, it will be specifically stated by the RFP. Based on analyses performed to date, it is anticipated that a large portion of the saltcrete inventory is compliant with the Land Disposal Restriction Treatment Standards and may not require treatment prior to disposal. However, economies of scale may be achieved and benefits to the process may result through inclusion of this waste with the pondcrete when considering treatment. OFFERORS SUBMITTING RESPONSES TO THIS PRE-QUALIFICATION NOTICE SHALL PROVIDE A COVER LETTER SIGNED BY AN AUTHORIZED OFFEROR'S REPRESENTATIVE WHICH PROVIDES RESPONSES AND CERTIFICATIONS TO PRE-QUALIFICATION CRITERIA AS FOLLOWS; 1) Offeror shall CERTIFY that it has previous successful contractual responsibility for the transportation and treatment of low level mixed waste, specifically including management of plutonium-239 and americium-241 contaminated waste and icluding specific permitted ability to manage the referenced EPA Hazardous Waste Codes. 2) Offeror shall CERTIFY that its previous contractual responsibilities in item 1 above, include the existence of applicable RCRA permits, NRC licenses and/or state licenses, or shall CERTIFY that it has ability to obtain such licenses and permits within 12 months from the date of the RFP issuance. 3) Offeror shall CERTIFY that it has previous succcessful contractual responsibility for disposal of low level mixed waste, specifically including disposal of wastes containing plutonium-239, and americium-241. 4) Offeror shall CERTIFY that its previous contractual responsibilities in item 3 above, include the existence of applicable RCRA permits, NRC licenses and/or state licenses, or shall CERTIFY that it has ability to obtain such licenses and permits with 12 months from the date of the RFP issuance. 5) Offeror shall CERTIFY that it is willing and able to provide all required transportation, treatment, and disposal services as described herein. AS SOLELY DETERMINED BY CONTRACTOR, THE OMISSION OR FAILURE TO CORRECTLY AND SATISFACTORILY RESPOND OR CERTIFY TO ANY PRE-QUALIFICATION CRITERION AS REQUIRED ABOVE MAY RESULT IN THE OFFEROR'S ELIMINATION FOR FURTHER CONSIDERATION. No other information, except as specified herein (i.e. cover letter addressing pre-qualification responses/certifications) shall be included in the Offeror''s pre-qualification submission.
