Contact Point, Patrick H. Cunningham, 304/726-5047. The scope of work
consists of services of a Certified Industrial Hygienist firm that is
thoroughly familiar with Federal, WV State, and Local regulations
regarding the removal and disposal of asbestos/lead contaminated
materials. The firm must have a Certified Industrial Hygienist on staff
that can review our specifications and Asbestos/Lead subcontractor work
plans and submittals in a timely fashion. The firm will be required to
have a representative on site who works directly for a Certified
Industrial Hygienist. This representative must be thoroughly trained in
asbestos removal/disposal procedures and will be required to perform
air monitoring, bulking sampling, and final clearance sampling per OSHA
regulations. The scope of wok shall consist of the CIH firm being on
site for two phases. The first phase would be during the design phase
and the second during the asbestos/lead abatement process. These phases
are detailed below. Phase 1: The CIH firm would be on site for
approximately one week to perform bulk sampling within the subject
buildings. This sampling is to determine exactly what materials contain
asbestos and how much of that material is present. In addition, the CIH
firm will be required to provide Alliant an estimated removal cost.
After determining the extent of asbestos, the CIH firm will then be
required to assist in the preparation of the asbestos/lead
specifications. The CIH firm will be required to review Alliant's
specification and update the referenced regulations and add necessary
abatement procedures. This should take about 1 week. The CIH firm will
also be available to attend the Pre-Bid meeting for the asbestos/lead
portion and provide technical support in answering any questions
related to the asbestos/lead work. Phase 2: The CIH firm will start
this phase during the submittal process. The CIH firm will review and
comment on the asbestos submittals, including the proposed work plan
and procedures, to assure the asbestos/lead removal subcontractor is
complying to all Federal, State and Local regulations. Next, the CIH
firm will be required to provide site supervision to assure the
subcontractor is complying with their submitted procedures and
Alliant's specifications. The supervision will not have to be on site
every single day of the contract, however, enough time should be
allotted to assure proper compliance. The CIH firm must perform all air
monitoring required by Federal and State regulations and must have the
capability to analyze the air samples and submit data within 24 hours.
Also, final air samples shall be taken in any areas that require a
containment set-up. Duration of this phase of work should be 1-2
months, dependent upon amount of asbestos to be removed. A final report
shall be required at the completion of the contract. Source Selection
- Contractor selection will be based on technical approach, cost and
schedule. A quantitative ranking of each firm will be performed using
predetermined weighing factors to obtain the final score and thus
ranking of each contractor. Type of Contract: Firm Fixed Price. RFP
will be available on or after 10/14/96. The estimated cost for this
effort should be between $20,000 to $50,000. Written or FAX
