PRESOLICITATION NOTICE. Period of Performance is 01 Jan 97 - 31 Dec 97.
SIC CODE 8732, SIZE STANDARD $5.0 Million. This acquisition is reserved
for small business. The Air Force Institute of Technology (AFIT) at
Wright-Patterson AFB, OH requires non-personal services for research
and reporting in the field of Nonlinear Shell Analysis For Aircraft
Subsystems. The effort, to be performed at the AFIT facilities,
involves the continuation of a highly evolved research program directed
to improve the understanding of the effects of large movements on the
vibration characteristics of composite shells using the finite element
technique as applied to aircraft tires. The research is related to the
formulation of nonlinear equations of dynamics of shells considering
large movements. A finite element program will be developed and applied
to toroidal shells representing an aircraft tire geometry, in an effort
to devolop effective analytical tools for accurately modeling and
analyzing aircraft tires. This solicitation will be issued approx 96
Oct 09. The Operational Contracting Branch, Wright-Patterson AFB
intends to conduct a sole source acquisition for these services under
the authority of FAR 6.302-1(a)(2)(iii): Original source for follow-on
services. This action is a planned follow-on contract for the
provision of highly specialized services, and award to any other source
would result in substantial duplication of costs and/or unacceptable

established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from interested parties
when such party prefers not to use established channels to communicate
