Fabricate and install steel gussets onto the existing downstream
navigation lock gate and repair and retrofit all fatigue sensitive
details, for John Day Lock and Dam. FOB: Rufus, Oregon. The work
includes fabricating and installing vee joint retrofit; removal of
existing vee joint stiffener plates; retrofit at vertical and diagonal
locations; and girder crack repair. The navigation lock will be closed
to river traffic on a one time basis for a maximum of 14 calendar days
for uninterrupted work on the gate. The lock outage will be scheduled
by the government a minimum of 90 calendar days in advance of the lock
closure. All work requiring lock closure shall be completed during this
scheduled outage period. The lock outage at John Day Navigation Lock
will be scheduled to be concurrent with other locks on the
Columbia/Snake Rivers systems which will be closed for yearly
maintenance for 14 days sometime in March 1997. To ensure minimum loss
to the lock users it is essential that work requiring lock closure be
expedited during this time period. All preparatory work that can be
done before lock closure shall be scheduled and completed before the
start of this period. During this period work shall be expedited
through the use of multiple shifts and the use of the maximum number of
workmen that can be advantageously used. The Government shall be
allowed 24 hours after the start of the lock outage to dewater the lock
completely for the Contractor's use. Prior to the end of the lock
outage the Government will be allowed 12 hours to water up the lock for
service. The lock will be emptied by means of the upstream gate and a
downstream floating bulkhead. Before and after the lock outage, the
Contractor will not be allowed to disrupt the normal navigation lock
traffic coming or out of the lock in either the upstream or downstream
approach channels. The time stated for completion includes final
cleanup of the premises. Technical questions may be addressed to Matt

$500,000. IFB available on or about October 25, 1996 at a cost of
$25.00 per set. Tentative bid opening date is November 26, 1996. This
procurement is open to both large and small business concerns. The size
standard for which is a concern including all affiliates, with average
annual sales or receipts for the preceding three years not in excess
