NASA/SSC intends to issue a Request for Offer (RFO) for 19 each trunion-mounted, ambient temperature and cryogenic, manual and motor operated, on/off ball valves ranging from 1 1/2'' to 8'' in size and from 6,000 psig to 15,000 psig maximum allowable working pressure. Complete specifications will be included in the RFO. A Firm-fixed price commercial item contract will be awarded in accordance with FAR Subpart 12, as supplemented by the NASA MidRange Pilot Test Program approved by the Office of Federal Procurement Policy on April 16, 1993. Prospective offerors shall request the solicitation in writing. Transmission of request by facsimile to 601-688-1141 is acceptable. All responsible business sources may submit an offer which shall be considered by the Agency. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, or the selection official, but to communicate concerns, issues, disagreements and recommendations of interested parties to the appropriate government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process or the adjudication of formal contract disputes.
