BAA vpv 96-02 the purpose of this BAA is to announce that DLA is
soliciting proposals for this effort under the virtual prime vendor
(vpv) program. In connection with this project, an industry conference
will be held on 17 October 1996 in Bldg 640, Robins Air Force base,
Georgia 0830 local time. Those wishing to attend the industry
conference must contact Jeff Dixius, Contract Specialist dscc-cov,
(614)692-7348 as soon as possible. Proposals should be directed at
improving the supply support for the Avionics manufacturing shop and/or
the Avionics and electronic warfare (EW) repair shops at Warner Robins
air logistics center, Robins Air Force base, Georgia. A key goal is to
develop a process which can be exported from this site to other DOD
locations involved in Avionics/electronics manufacturing and/or repair.
The successful vpv contractor(S) will be expected to provide and/or
coordinate the supply support effort for the full range of parts and
components consumed in the manufacture or repair of Avionics/electronic
warfare items. It will be incumbent on the vpv contractor to determine
the best method of support to meet the performance criteria of the
program. Program scope: proposals for individual efforts should not
exceed two years in length. Technologies which have a significant
impact on key logistics metrics, such as customer wait time,
backorders, customer complaints, COST of quality, inventory reduction,
administrative procurement lead-time, combat readiness, will be given
highest priority. Proposals are to include COST data as well as
proposer'S preferred type of contract. Contract awards are expected to
be made during the second quarter of fiscal year 1997. Awards may be
made under FAR 6.302-1. progress will be assessed monthly and action
items will be determined to ensure timely completion of the project and
to capitalize on findings. General information: internet email is the
preferred mode of communication. Numerous commerical services are now
available to provide prospective offerors with access to the internet.
Proposals received on or before December 6, 1996, will be considered
for contract awards in order to MINIMIZE unnecessary effort in proposal
preparation and review, proposers are encouraged to submit brief
proposal abstracts in advance of full proposal. An original and four
(4) copies of the proposal abstract must be submitted to: Defense
Supply Center Columbus; dscc-cov, Attn: Jeff Dixius; 3990 E. Broad
Street; columubs, OH 43216-5010 on or before 1:00 PM, November 8 1996,
to receive answer prior to the submission date for full proposals.
Upon review, DLA will provide written feedback on the likelihood of a
full proposal being considered. Proposers must submit an original and
four (4) copies of full proposals by 1:00 PM December 6, 1996, in order
to be evaluated. The cut-off date for receipt of administrative
correspondence and questions is 1:00 PM, November 27, 1996. In addition
to the BAA vpv 96-02, proposers must obtain BAA vpv 96-02 proposer
information packet (pip), which provides further information on areas
of interest, the submission, evaluation, funding processes, proposal
and proposal abstract formats.this document may be obtained by
electronic mail as discussed above, or FAX. requests by US mail to the
administrative mailing address given below will be honored, but with
a slower response. Proposals not meeting the format described in the
pip may not be reviewed. BAA vpv 96-02, in conjuction with the document
BAA vpv 96-02 proposer information packet, constitutes the total BAA.
A disk containing information on consumption history, I.E., the average
monthly rate of consumption for the past 12 months for building 640 and
645 at wr-alc for the applicable NSNS will be made available upon
requestcontact Jeff Dixius, dscc-cov, (614)692-7348 for details. A
formal RFP or other solicitation regarding this announcement will not
be issued. Requests for same will be disregarded. The government
reserves the right to select to award all, some or none of the
proposals received. All responsible sources capable of satisfying the
government'S requirements may submit a proposal which will be
considered by DLA. Historically Black colleges and universities (hbcu)
and minority institutions (MI) are encouraged to submit proposals and
join others in submitting proposals, however, no portion of this BAA
will be set aside for hbcu and MI participation due to the
impracticality of reserving discrete or severable areas of logistic
support within the weapon systems solicited. teaming arrangements
between developers and systems integrators, universities, research
institutes, or other collaborators, are encouraged, and single
proposers should anticipate the possibility of being expected to work
collaboratively with other organizations if they receive an award.

96-02 proposer information packet. Evaluation of proposals will be
accomplished through a technical review and evaluation of each proposal
using the followig criteria, which is listed in descending order of
relative inportance: (1)potential contribution and relevance to DOD'S
and DLA'S mission, including key performance metrics to be impacted
(2)plans and capability to accomplish logistic support solicited and
demonstrable execution of a logistics program of this magnitude
(3)technical merit of logistic support methodologies proposed
(4)corporate capability, experience and qualification of personnel in
related experiences (5)realism of the proposed COST. NOTE COST realism
will only be significant in proposals which have significantly under
or over estimated the COST to provide the required support. All
administrative correspondence and questions on this solicitation,
including requests for information on how to submit a proposal abstract
or poposal to this BAA, must be directed to one of the administrative

electronic mail and FAX for correspondence regarding the BAA, vpv
