Training and Instrumentation Command (STRICOM) has a requirement to
extend the option exercise periods existing under the Mobile Automated
Instrumentation Suite (MAIS) contract. MAIS is an encrypted, highly
complex Real Time Casualty Assessment operational testing system
currently in its final phases of development. Current Lot I deliveries
include a mobile Command, Control and Communications (C3) Center and
130 Player Units (PU) which will not meet future Army requirements.
This action seeks to extend the production option time line and modify
the structuring of the existing options under the current MAIS
contract to allow the government flexibility in acquiring any
combination of kinds and quantities of MAIS Player Units/C3 Centers to
be purchased over the next five fiscal years (FY97 through FY01). This
will accommodate a realistic force mix based on weapon system
obsolescence and the development of new weapon systems and budget
fluctuations over the life of this contract. This requirement is to be
procured from the MAIS development contractor, Lockheed Martin
Tactical Systems Company (LMTSC), 1210 Massillon Road, Akron, OH
44315-0001. Due to the lack of a complete technical data package, only
the identified source is capable of satisfying the Government's
requirement. The MAIS is still in development with DT/OT scheduled to
be complete in January 1997 and IOC scheduled for delivery in the 3rd
Quarter 1997. LMTSC is the only source for the MAIS system and
therefore the only source capable of performing this effort.
Justification and authority is Federal Acquisition Regulation (FAR)
6.302-1, only one responsible source. As the designer, developer and
manufacturer of the MAIS system, LMTSC is the only source which
possesses the necessary data, current design and expertise to perform
the production effort. See numbered Note 22. No RFP is available.
