Directorate, Eglin AFB, FL invites all interested sources to a
presolicitation conference on the Warhead Payload Development Program.
This program is considered to be the follow-on research effort for the
Munitions Division portion of the current SDI-SETA, Contract
F08630-91-C-0001, with SAIC. The purpose of this conference is to
inform industry about the requirements of this program, solicit ideas
which may improve the solicitation, refine program requirements, and
enhance the success of the acquisition. The Warhead Payload Development
Program's main thrust centers around electronic and electromagnetic
deliverable payloads and is comprised of four payload areas and one
range experimentation area. The areas of interest for research purposes
are a) Advanced Warhead Development - explosively-driven electrical
generators, b) Short-Lived Chemical Effects - Non-Thermal Plasma
Discharge, c) Agent Defeat - electrical neutralization of chemical and
biological agents, d) High Speed Electronic Componentry - high speed
electronic actuation and control of warhead process, and e) Munitions
Range Test - experiment design, data collection, modeling, and test
payload design. It is anticipated that foreign firms will be excluded
from participation in this effort. Access and storage of classified
material may be required up to and including ''SECRET/NOFORN.'' The
contemplated solicitation may be in the form of a Program Research and
Development Announcement (PRDA) and could possibly allow for
consideration and award of proposals in any or all five of the payload
R&D areas mentioned above. For planning purposes, the pre-solicitation
conference will be held on 10 Oct. 1996 at 0900 CT, Site A-15, Building
12517, main conference room, Eglin AFB, FL. The conference will be
unclassified and consist of a general government presentation in the
morning followed by a site visit with private meetings with potential
offerors during the afternoon of the 10th and possibly the morning of
11th, if necessary. Time slots of 1 hour each will be available for
scheduling at the conference. Potential sources who would like to

contractors only. Potential sources should at a minimum, possess and
have demonstrated experience in a) Advanced Munition Development -
circuit models and simulation, pulsed electrical power, and the
switching and control of very high electrical power, b) Short-Lived
Chemical Effects - chemical reaction paths, gas remediation, and
non-thermal plasma discharge, c) Agent Defeat - thermal, explosive,
shock, chemical, and radiation defeat mechanisms, warhead integration,
and non-fission/fusion radiation, d) High Speed Electronic Componentry
- detonation physics, ballistics, and high speed electronics, and e)
Munitions Range Tests - analytical and numerical modeling,
instrumentation and data collection, design and implementation of
terminal ballistic experiments. You are encouraged to submit, in
