The Defense Advanced Research Projects Agency in cooperation with the
U.S. Army Soldier Systems Command expects to release a Broad Agency
Announcement (BAA) with the objective of developing improved analytical
tools and approaches for making a breakthrough in the way personnel
armor is designed. A BAA PREPROPOSAL CONFERENCE will be held on October
31, 1996, in WASHINGTON, DC, to provide potential offerors with an
overview of the BAA. In addition, independent of attendance at the
Preproposal Conference, DARPA will provide potential proposers with an
opportunity to provide a LETTER OF CAPABILITIES to other potential
proposers. ATTENDANCE AT THE PREPROPOSAL CONFERENCE IS OPTIONAL BUT IS
HIGHLY RECOMMENDED. The anticipated objective of the planned BAA is
the exploration of novel concepts which might lead to new material
systems to prevent penetration of 7.62 mm armor piercing (APM2) rounds
at areal densities of less than or equal to 3.5 pounds per square
foot. The development and experimental verification of tools to predict
the performance and behavior of the proposed novel armor concepts will
be an equally important product of this BAA. It is expected that this
18-24 month Phase I exploration effort will require expertise in:
armor systems design and evaluation, materials technology and
processing, and the understanding and realistic modeling of the
ballistic performance of materials. It is likely that two industry-led
teams will be selected for Phase I with an anticipated award of about
$2,000,000 for each team. A follow-on Phase II to demonstrate the
capability is also anticipated. The October 31, 1996, PRE-PROPOSAL
CONFERENCE will be held at The Institute for Defense Analysis (IDA),
2001 North Beauregard St., Alexandria, VA 22311. For those who need
hotels in the area or a map to IDA, please contact the Administrative
POC for a listing. In order to facilitate teaming, DARPA will accept a
ONE or TWO page LETTER OF CAPABILITIES from potential proposers on or
before November 28, 1996, 4:00 PM EST. Letters should be addressed to
Dr. Steven G. Wax, Defense Advanced Research Projects Agency, Defense
Sciences Office, 3701 N. Fairfax Drive, Arlington VA, 22203-1714.
After the due date, these letters will be distributed to all others who
have sent in letters. These letters should contain a non-proprietary
description of your capabilities and the role which you would like to
play on a team. At a minimum, these letters must contain the name,
address and phone number of a technical point of contact. Submitting
this letter is for the benefit of potential proposers and is optional.
