D -- CONSULTANT & DATA PROCESSING SERVICE FOR INDEX & RETRIEVAL OF BVA DECISIONS SOL 101-07-97 DUE 110896 POC Charles McClellan, (202) 273-8763 The Department of Veterans Affairs (VA) is seeking a contractor to maintain the BVA Research Center catalog with citator (VADEX/CITATOR), which is the primary index to the contents of the Research Center at the Board; and provide other consultation and programming as required. Possible projects could include the development of a system for indexing, filming, and retrieving discontinued materials filed in the BVA Research Center. Skills required for these additional consulting services including expertise in the following: UNIX operating system software; Microsoft NT computer server operating system software; Microsoft Windows 3.1 and 95 PC software; Oracle SQLnet and Version 7 Oracle Database software; Powerbuilder software and C++ programming language; Folio retrieval software; and Microsoft Word, Access and Excel applications software. The VADEX is the primary index to the contents of the Research Center at the Board. It is analogous to a card catalogue in a library. The CITATOR is an index to the historical texts of VA regulations in chronological order, which are currently maintained on microfiche. This proposed requirement will be a total 100% Small Business Set-Aside. SIC is 7379. A firm-fixed price contract is contemplated with a Base year with four (4) one-year options is included in the contract. RFP 101-07-97 will be issued o/a November 8, 1996.
