notice that the 38 LS/LGCX, Tinker AFB OK will negotiate and issue
Basic Agreements for the state of California with companies certified
to provide local exchange services. Services to be provided are local
commercial communications services for Air Force military installations
under SIC Code 4813. These will include major active duty sites,
guard/reserve units, and recruiting stations throughout the state of
California. Major active duty sites typically support 2000 lines or
more (some with a private automatic branch exchange), a guard or
reserve site typically supports 1000 lines or less (some with a private
automatic branch exchange), and recruiting stations with typically less
than 10 station lines direct from a telephone company or through a key
system. Some combination guard and reserve sites may be in the
category of 2000 lines or less. The contractor should indicate for
which of the above categories they can provide service. This Basic
Agreement will require a Contractor to engineer and furnish local
exchange access services, analog and digital access transport services,
and provide a reliable and quality inter-and intra-Local Access and
Transport Area (LATA) interconnect function. The contractor shall
provide all transmission facilities, equipment, materials, maintenance,
test equipment, and design layout needed to perform and provide local
access and transport services and functions at the designated
demarcation point for establishing a point of presence or point of
entry. Access to the local exchange shall include operator assistance,
directory assistance, and emergency 911 services and functions.
Interested offerors shall provide the following: a copy of their
California state certificate issued by the California Public Utility
Commission, a discussion of the business structure (e.g. facilities
based or reseller) to support the communication network for a
Government installation, a discussion of the access to services, such
as 911 emergency services, directory assistance, and operator
assistance, through your network, a discussion of your technical and
engineering capacity to provide data and transmission services to the
Government installation, a discussion of the method, which is accepted
by the California Public Utility Commission, in which you will provide
exchange prefix NNX portability for lines and for trunks with direct
indial numbers, and a discussion of the methodology to be used to
transfer service from the incumbent provider. Interested offers shall
also provide, if available, a published service offering document and
published rate schedule for the service offerings. The published
service offering document and published rate schedule may be submitted
on a 650 megabyte CD ROM. Vendors should indicate if their proposed
solution or capabilities are limited to any specific geographic region
or by technology, resources, or regulatory restrictions ( and if so

COB 15 Nov 96. After receipt of a Basic Agreement, companies will be
afforded the opportunity to compete with other Agreement holders for
site specific requirements throughout the state of California. A
solicitation via quote/Request for Proposal (RFP)/etc. containing site
specific requirements will be issued to obtain proposals and a
competitive Communication Service Authorization (CSA) will be awarded
after applying low price, technically acceptable proposal evaluation in
accordance with FAR 15.6. Past performance will also be evaluated using
the performance-price trade-off (PPT) procedures. Technical evaluation
will consist of, but is not limited to, an analysis of the following
types of criteria: Inter-and-intra LATA network agreements, network
redundancy and survivability, method of direct indial number growth
within a prefix NNX that has been ported from another switching system,
and service availability statistics (access to the customer site,
switching systems, alternate routing ability, and transmission system
protection policy.) A CBD announcement will be published for each
solicitation, with the specific site requirements, prior to its
issuance. The 38th EIW proposes to consolidate area requirements
