(202)634-4595. This is a Sources Sought Notice to determine industry
interest in a procurement for technical services for the review of
classified material to identify the specific information that is
classified or is sensitive unclassified. The Standard Industrial
Classification (SIC) code for this procurement is 8711. The small
business size standard is $20 million. The Department of Energy (DOE)
Office of Declassification (OD) conducts activities to develop, manage,
and implement policies to identify classified information (i.e.,
Restricted Data (RD), Formerly Restricted Data (FRD), and National
Security Information (NSI)) and certain unclassified but sensitive
information (i.e., Unclassified Controlled Nuclear Information (UCNI)
and Official Use Only (OUO) information) within DOE's jurisdiction as
required by the Atomic Energy Act of 1954, as amended, applicable
Executive orders, DOE orders or subsequent revisions, DOE policy, and
regulations. The location of work is mainly at the Germantown,
Maryland, site though other work locations include the DOE Forrestal
Building, National Archives and Records Administration (NARA) buildings
at Washington D.C., College Park, and Suitland, Maryland, and other
agency sites in the National Capital Area. Work is to be conducted
onsite with the Government providing the office space, desks, and
computers necessary to perform the work. In addition, the Government
will provide the detailed technical instructions in the form of
classification and sensitive unclassified guidance required to perform
the work. Offerors must provide an all or nothing package covering the
services identified below. The contractor shall provide the personnel,
services, equipment (excluding Government-provided items noted above),
travel, and materials necessary to conduct reviews, perform analyses,
prepare reports, and provide any other services ordered by OD as
defined as ''Technical Work Required.'' All work shall be in accordance
with DOE policy as identified in orders, regulations, or subsequent
superseding documentation. DOE Order 5650.2B, ''Identification of
Classified Information,'' and DOE Order 5650.3A, ''Identification of
Unclassified Controlled Nuclear Information,'' are applicable.
Technical Work Required includes the following as determined by the
Contracting Officer's Representative (COR): 1. The contractor shall
provide all services as identified by OD to review documents and other
material to identify classified and sensitive unclassified information
within them and provide the required coordination, supporting, and
transmittal documentation. These actions are the responsibility of the
Technical Program Manager, senior document reviewers, document
reviewers and administrative staff. Document review requirements vary
from needing one or two reviewers and whether the specific classified
or sensitive unclassified information needs to be bracketed. These
requirements are specified by the COR. 2. The contractor shall provide
document review support to various related missions such as support of
development of document review procedures, review action tracking,
development of classification guides, support of litigation involving
classified documents, and support of automation efforts including, but
not limited to, the Classification Guidance System (CGS), Computerized
Action Tracking System (CATS), and the Declassification Productivity
Initiative (DPI). Classification guides under development often require
technical evaluation by experienced reviewers, litigation often
requires reviewer support to OD in developing affidavits for the Court
regarding the classification of a given set of documents. 3. The
contractor shall provide all necessary analytical, secretarial and
administrative support to OD as identified by OD in its document review
mission. This function requires extensive typing, correspondence
tracking, and classified and sensitive document handling. Deliverables
may include appropriately marked and/or sanitized documents and
routine transmittal correspondence or notification when reviews are
completed for collections of documents. Personnel Qualifications: All
personnel who will be performing work under this contract are required
to possess a DOE ''Q'' level security clearance. Any person being
considered for any position under this procurement must possess a
current ''Q'', a DoD ''Top Secret'', or have possessed a Single Scope
Background Investigation (SSBI) clearance within the past 5 years. In
accordance with DOE Order 5650.2B, the Technical Program Manager and
Senior Document Reviewer positions require that the incumbent be an
Authorized Derivative Classifier (ADC) as well as an Authorized
Derivative Declassifier (ADD) (or demonstrate within 30 days the basis
by which such authority may be granted). In accordance with DOE Order
5650.3A, these same positions require that the incumbent be an
Unclassified Controlled Nuclear Information (UCNI) Reviewing Official
(RO) (or demonstrate within 30 days the basis by which such authority
may be granted). Document Reviewers must pass a standard reading test
and must be an Authorized Derivative Classifier (ADC) and an UCNI
Reviewing Official (or demonstrate within 30 days the basis by which
such authority may be granted). All reviewers must pass a standard
reading test. In addition, the NSI reviewer must qualify as a limited
ADC (requires successful completion of a 2-month, college level
course). Deliverables: For systematic review of collections of
documents, a weekly status of pages reviewed, pages found classified,
pages declassified, and by collection is required. Deliverables may
include appropriately marked and/or sanitized docuemnts and transmittal
correspondence upon completion of these reviews. Other statistics
summarizing work completed will be identified by OD as required. For
those job requests in which the reviewers are required to perform an
evaluation, that evaluation as specified by the COR is the deliverable.
For special assignments, deliverables will be specified in the job
request consistent with the scope of work defined above. Monthly status
reports listing work assigned, work in progress, and work accomplished.
Duration and Quantity: The contract will have a base of 24 months with
three separate 1-year options if exercised by the Government. The
estimated level of effort over the first 24 months is up to 355,000
hours of direct labor and which includes all contractor efforts
identified above. Indication of Interest: Firms that have a definite
interest in submitting an offer under this procurement are requested to
