The Bureau of Alcohol, Tobacco and Firearms intends to purchase
contractor services to provide lodging accommodations for Government
students attending accelerant detection and explosives detection canine
training courses. Sources must (1) be able to provide lodging for a
minimum of 15 students per year with a maximum of 75 students per year;
(2) provide lodging at rates in accordance with the Federal travel
regulations; (3) provide separate rooms for each attending student with
a refrigerator for canine food storage; (4) provide daily room service
to each student's room; (5) allow trained crated canines to stay in
the rooms with the students, and additional room cleaning charge of
$7.00 may be assessed for the canines; (6) be within a 20 mile radius
of the United States Customs Service Canine Enforcement Training Center
(CETC) Front Royal, Virginia; (7) have a full-time restaurant available
on or near the premises which is open 7 days a week and serves
breakfast, lunch, dinner and a variety of meals; (8) have personnel
employed 24 hours a day to assist with any emergency situations which
may occur; (9) have experience in providing lodging facilities for
groups of people from foreign countries for extended periods of time up
to 15 weeks; (10) have experience working with a language interpreter
for concerns relating to foreign persons lodging at facility; (11) have
experience in providing lodging facilities for Federal, State, or local
law enforcement agencies for extended periods of time; (12) have a
sprinkler system and smoke alarms in rooms used by ATF; (13) have a
classroom facility available for rental which will accommodate up to 25
persons; (14) mandatory requirement - each bidding hotel must allow
canines to occupy rooms on a 24 hour basis for the duration of the
contract period. Any contract awarded as a result of this solicitation
will have a period of performance of 24 months (one base year and
one-one year option period). All interested parties must submit a
