The Environmental Protection Agency intends to negotiate a sole source procurement with Seagate Enterprise Management Software, 560 Herndon Parkway, Suite 130, Herndon, VA 22070 for the purchase of two copies of Seagate Nervecenter distributed network management software. This software will provide multi-vendor, multi-protocol management of the EPA's complex, geographically diverse computing environments. This software operates as a peer-to-peer distributed management system. No other network management platform currently available provides this functionality. With this software, all the network managers communicate with each other on a peer-to-peer level instead of in a hierarchical mode. Therefore, if one Nervecenter mangement station goes down, another one can automatically back it up with the exact same functionality. Presently, all management data for EPA computers has to be fed back to a central point. Unlike the current hierarchical systems, Seagate Nervecenter distributes management functionality, only requesting inter-station information transfers when they are needed, not as a requirement. This ability to communicate on a peer-to-peer level will keep the EPA from having to constantly increase telecommunications bandwidth to keep up with the exponentially growing amount of network management data. Seagate is the only known vendor who has a product that integrates with the Agency's existing Nervecenter rule databases and provides distributed peer-to-peer management of EPA's enterprise network. Any other interested parties should submit information on their product which clearly supports the requirements stated above within 15 days. See Note 22. (0271)
