The Ballistic Missile Defense Organization (BMDO), Directed Energy
Directorate (BMDO/TRD) requires scientific, engineering, and program
support services concentrated on High-Energy Laser (HEL) technologies
and supporting Acquisition, Tracking, and Pointing (ATP) programs, as
well as required modeling to develop and refine mission definition and
concept-of-operations. The breadth of laser technologies encompassed
will include near-term concepts such as mid-wavelength infrared (IR)
chemical lasers as well as concepts involving short wavelength IR and
visible chemical lasers, and free electron lasers (FELs). The scope of
work includes concept formulation, research, development, design,
systems integration, risk-reduction experiments, and related services
to assist BMDO/TRD in performing the required HEL technology
identification, assessment, and development, system analyses, program
planning and assessment, and test and evaluation efforts. Specific
actions will include: mission assessment, concept of operations
development, concept formulation and development planning, system
architecture analysis, system performance specification, scientific,
technology and engineering evaluation, conduct of proof-of- principle
experiments to include build and test prototype components and
sub-systems, system engineering, integration, program development,
execution, and planning services, program budget and schedule impact
analyses, risk analysis, configuration management, logistics,
reliability and maintainability, and environmental impact analysis,
safety and life-cycle cost assessment, spacecraft integration
evaluation, launch vehicle design and assessment, and independent cost
estimates. Principal areas of expertise required will include theory
and concept development, engineering analysis, computer modeling,
systems simulation, laboratory and field support. This will augment the
BMDO/TRD office in those programmatic, scientific, and technical areas
which require detailed, intensive, and time-consuming analysis. The
requirement is expected to be structured into four task areas: HEL
Concept and System Development, HEL Technology Development, HEL
Technology Demonstration, and Program Support. Personnel security
clearances of TOP SECRET and SECRET, Sensitive Compartmented
Information (SCI) will be required. Access to a TOP SECRET, Sensitive
Compartmented Information Facility (SCIF) will be required. The
significant evaluation areas for award will include: Understanding and
Approach, Personnel, Corporate Experience, Past Performance,
Management, and Cost. Oral presentations are planned for delivery of
technical (understanding and approach) and management capability
information. The contract will be a Cost-Plus-Fixed-Fee, Indefinite
Delivery/Indefinite Quantity, Level-of-Effort, Task Order type, with a
2-year base period and three 1-year options. Planned contract award is
January 1997. The current estimate for level-of-effort is within the
range of 75,000-402,500 labor-hours for the base period and
37,500-230,000 labor-hours for each option. The Government intends to
post to the BMDO Acquisition Reporting Bulletin Board (BARBB) the draft
Statement of Work, other technical description documents, and RFP
information as they become available. Interested parties may gain

Commercial, Physical and Biological Research, Space Vehicles and
Guided Missiles, Their Propulsion Units, Their Propulsion Unit Parts
and Their Auxiliary Equipment and Parts (1,000 employees), who would
potentially submit prime contract proposals for this procurement are
invited to submit to the contracting office as early as possible, but
not later than 15 days after this notice, evidence of their capability
to perform the contract, in order to assist in a set- aside
determination in accordance with Far 19.5. The capability statements
should specifically address the contractor's demonstrated capabilities
in the areas identified above. It is requested that the statements
also include the capabilities of proposed teaming partners and major
