846-2147. This a Notice of Intent to Contract (NOCA). Reference Special
Notice Synopsis published in the August 7, 1996 Commerce Business
Daily. The US Army Big Crow Program Office and Phillips Laboratory/PK
will contract for performance of the requirement for Big Crow
Electronic Warfare/Electromagnetics General Support. This effort will
consist of research and development support in the areas of
electromagnetic(EM) and electronic warfare (EW) investigation system
analysis, interface development, system integration development to
support the requirement definition. This effort will support the BCPO
in EW vulnerability investigations, EW research testing and EW
developmental/operational testing in the areaas of electronic
attack(EA), electronic protection (EP) and electronic support (ES).
Contractor personnel may be required to travel within and outside
CONUS. Contractors are reminded that they must have a Top Secret
Facility Clearance and the ability to upgrade key personnel to Top
Secret within 12 months of contract award. Each contractor must
demonstrate multiple skill levels and areas of expertise. Submission of
offers is limited to US firms only. No foreign firms, except those
which have DoD approved Proxy Agreements, are allowed to submit offers.
To perform services under the resultant contract, the contractor will
require access to Unclassified/Limited Distribution data or data whose
export is restricted by applicable Export Control laws and
regulations. Contact the Defense Logistics Services Center (DLSC),

(1-800-352-3572) for further information on the certification and
approval process. Each offer will be required to provide a copy of the
government-approved, contractor-certified DD Form 2345, Militarily
Critical Technical Data Agreement, with its proposal. The Standard
Industrial Classification (SIC) Code and Small business size standard
for this acquisition are 8731, and 500 employees. We anticipate making
two equal awards. One to the responsible Small Business whose
proposal, conforming to the solicitation, is rated most advantageous to
the government among all Small Businesses and one award to the
responsible 8(a) offeror whose proposal, conforming to the
solicitation, is rated most advantageous to the government among all
8(a) offerors. The government will however, reserve the right to award
both contracts to two small businesses if no 8(a) offeror is found to
be technically acceptable as defined in AFFAES Appendix BB. The
Request for Proposal (RFP) will be released on or about 15 October
1996. Hard copies of the RFP will be distributed only to those Small
Businesses and/or 8(a) certified firms that have expressed an interest
in this requirement by letter or FAX and have indicated that they do
not have access to the internet. All other offerors are expected to
download the RFP from the internet site: http://www.plk.af.mil then
proceeding to the PL Contracting Office Bulletin Board, Quick RFP FTP
Repository, and Go! to the RFP Menu. Any other offerors who do not have
access to the internet or cannot otherwise download the RFP must send
a letter requesting a hard copy inclusive of point of contact and valid
mailing address. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase
of this acquisition. The purpose of the Ombudsman is not to diminish
the authority of the Program Director or Contracting Officer but to
communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. Before
contacting the Ombudsman, potential offerors should first communicate
with the Contracting Officer. In those instances where offerors cannot
obtain resolution from the Contracting Officer, they are invited to
contact the PL Ombudsman, Col James D. Ledbetter, Vice Commander, at

KAFB, NM 87117-5776. When requested, the Ombudsman will maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals, or in the source
