A -- PLANNING, DEVELOPING, IMPLEMENTING, AND EVALUATING HEALTH COMMUNICATION PRODUCTS AND ACTIVITIES FOR NHLBI EDUCATION PROGRAMS AND OTHER TECHNOLOGY TRANSFER ACTIVITIES SOL NHLBI-HO-97-04 DUE 101596 POC Joanna Magginas, Contracting Officer, (301)435-0360. The Office of Prevention, Education, and Control (OPEC) of the National Heart, Lung, and Blood Institute (NHLBI) is conducting a market survey to assess the availability and potential technical capability of small business firms to plan, develop, implement, and evaluate health communications products and activities for NHLBI education programs and other technology transfer activities. OPEC initiates educational activities and transfers research findings for use by a diverse audience of health care providers, public health practitioners, and the general public. It is the nexus for the translation of research findings and scientific consensus into programs and products for professionals, patients, and other audiences. OPEC seeks support to provide expertise in developing state-of-the-art communication programs for various audiences with practical, useful and persuasive information based on the results of NHLBI research. Specific tasks of this project include: 1) project management and administration responsible for developing, implementing, and maintaining a project management and administration plan that can both forecast and report information regarding staff time and resources allocated and used for each project; 2) marketing-based communications planning for developing plans for producing creative and innovative communications projects to support the public education goals of NHLBI and its education programs/initiatives; 3) skills and experience in segmenting and understanding audiences; 4) concept development and message testing as they apply to appropriateness of the products for the target audience; 5) materials development and distribution for the design and production of a variety of mass media communications materials, i.e., TV PSAs, radio PSAs, etc.; 6) evaluation activities designed and carried out that will both capture the results of individual projects and provide direction for new projects; 7) development of communications strategy documents providing a review of research and shared perspectives about target audiences, messages, and communication channels that guide long-term communication activities; 8) involvements with constituents and users, i.e., conduct user events, attending committee meetings; 9) research translation support for communications and logistical support for special NHLBI research translation and dissemination efforts, i.e., press conferences, clinical alerts, etc.; and 10) development of innovative programming for radio. Small business firms having demonstrated experience in performing the requirements listed above are invited to submit capability statements (original and two copies). Capability statements shall be reviewed on: 1) ability to provide a multidisciplinary staff capable of providing a comprehensive range of skills including expertise in: working with media organizations and other groups in implementing national health communication programs; media research; communications planning; target audiences analysis; production of media materials; public affairs support; and evaluation of media programs; 2) documented experience including previous corporate experience in managing similar or related contracts of comparable size (approximately 4.3 person-years/year) and technical complexity; 3) corporate experience in project management and administration, including demonstrated understanding of the extensive coordination needed with NHLBI staff to carry out the tasks successfully; 4) availability of staff to meet frequently with NHLBI staff at the NIH in Bethesda, MD with as little as two hours advance notice; and 5) the firm's status as a small business under Standard Industrial Code 8742, with a size standard of $5.0M. The intended procurement is a recompetition of contract N01-HO-29023 awarded by the NHLBI on 5/1/92. The government intends to negotiate one contract for the period of 5 years. This is not a Request for Proposals (RFP), and responses should not include budgetary information. Firms responding to this market survey should provide pertinent information to the requirements mentioned above within fifteen (15) calendar days from the date of publication of this CBD announcement.
