Vertical Launching System (VLS) Independent Certification, Inspection,
Documentation, Equipment and Systems Engineering Support. These
services include engineering effort to identify and resolve
deficiencies in preparation of, during and as a result of ship Regular
Overhauls, Selected Availabilities, Post Shakedown Availability and
Installation and Checkout. Provide independent engineering support
during VLS Certification Inspection(s) and VLS Integrated Test
Procedures Stage II/IV Launcher Inspections and special test events
related to certification. Also included in the tracking maintenance and
modification of the VLS Inspection Discrepancy database for each ship
inspected, review and modification of various VLS manuals. Perform
problem investigations and review/evaluate fleet technical inputs and
engineering/design changes for incorporation into Planned Maintenance
Systems. Provide logistics support to the Deluge Valve Overhaul and
Water Treatment Programs. Provide Combat Systems Engineering Services
in support of Vertical Launching Systems Technical Assistance Expert
System (VTAEXS). Provide engineering support to the VLS system level
and equipment, problem investigation/resolution process and support
investigations that result in modification to VLS and Launch Control
Unit equipment.The VLS Program Office mandates that all work on the
operation of any VLS equipment shall be accomplished strictly in
accordance with the Safety and Design Precepts defined in NAVSEAINST
8394.2B. This instruction states that all contractor personnel
operating or performing any unsupervised work on any launcher equipment
shall be graduates of either a US Navy VLS Operations and Maintenance
Course or a civilian Basic ISEA/Field Service Representative course and
hold a current VLS System Maintenance Technician or Test Director
Certification. In those instances where the contractor or its
subsidiaries have manufactured equipment, developed the documentation
or performed the installation, the contractor and its subcontractors
shall be disqualified from the performing activity to authenticate the
work which was performed by the contractor. Due to the fact that some
of this effort will need to be performed on equipment resident at Port
Hueneme Division, Naval Surface Warfare Center, the awardee must have
a facility within one hour commuting time of our facility. One year
with four one year options. Estimated level of effort 42,863 hours in
the base year, option year two and option year four and 45,360 in
option year one and option year three. Each option year requires
approximately 3,650 hours of a VLS Certified Technical Director and
20,000 hours of a certified VLS Systems Maintenance Technician. Federal
