RENEWAL OF VOLPE CENTER'S MAJOR SUPPORT SERVICE CONTRACTS POC David S. Scali, Chief, Acquisition Division, (617) 494-2042, DOT/Volpe National Transportation Systems Center, 55 Broadway, Kendall Square, Cambridge, MA 02142. The following is the Volpe Center's plan to renew its existing major support services contracts. This announcement is for informational purposes only and does not constitute a request for proposal or requests for sources. Prior to release of a solicitation, a separate notice will be issued in the Commerce Business Daily and posted at the Volpe Center Acquisition Division Web Site at URL:http//www.volpe.dot.gov/procure. TECHNICAL SUPPORT SERVICE: There will be two Technical Support Service Contracts. One will provide support in Information Systems and the second will provide support in Operations Research Analysis. The current contract covering both areas expires in November of 1997. The following is a summary of each planned procurement: The objective of the Information Systems procurement is to acquire on-site staffing resources (approximately 300 labor years each year) to support project requirements which involve all phases of the system development life cycle, from strategic planning of organization-wide systems through individual system implementation and maintenance. This acquisition will have a period of performance of five years. The objective of the Operations Research Analysis procurement is to acquire on-site staffing resources (approximately 70 labor years each year) to support transportation research, planning, and operations assessment projects in such areas as: strategic planning and organizational analysis; transportation demand, capacity and flow analysis; economic and regulatory analysis; safety and risk assessment; system and operator performance; logistics and operations assessment; and information and statistical analysis. The 70 labor years each year includes 5 labor years of general engineering services in support of a broad range of transportation systems. This acquisition will have a period of performance of five years. These procurements will be conducted using full and open competitive procedures. We anticipate issuing the solicitations for both procurements in November of 1996. ADP SUPPORT SERVICE: The center's on-site Automated Data Processing support service contract which expires in October 1997, will be recompeted as a 100% small business set aside. The objective of the ADP Support Service contract is to acquire on-site staffing resources (70 labor years each year) for administrative and management information systems, computer facility operations, systems planning and Local Area Network administration. This acquisition will have a period of performance of five years. We anticipate issuing the solicitation in January of 1997. MULTIPLE CONTRACTOR RESOURCE BASE (OMNI): The first group of OMNI contracts expire in February of 1998. The Center will make its final determination on the acquisition strategy for its multiple contractor resource base in early 1997. INSTITUTIONAL SUPPORT SERVICES: These services (e.g., documentation services, graphic services, conference planning and logistics services, and library services) are currently being assessed. A final determination has not been made on the acquisition strategy for institutional support services. EXCLUSIONS TO AVOID POTENTIAL CONFLICTS OF INTEREST: In the event that the Center reprocures its OMNI contracts the following exclusions shall apply: The on-site support contractors will have day-to-day involvement in Volpe Center projects which may provide them with advance, non-public information on upcoming competitions for OMNI tasks. To avoid creating an unfair competitive advantage, a prime contractor awarded any one of the on-site support service contracts shall be precluded from receiving an OMNI contract in any functional area, either at the prime or subcontract levels.
