A -- SCIENTIFIC, ENGINEERING AND TECHNICAL SERVICES IN SUPPORT OF PERSONNEL PROTECTION, ENVIRONMENTAL AND CORROSION CONTROL SUPPORT PROGRAMS ONBOARD SHIP. The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate, on a competitive basis for a five year indefinite delivery indefinite quantity cost plust fixed fee (completion) contract for scientific, engineering and technical services in support of personnel protection, environmental and corrosion control support programs. These services shall provide for the necessary personnel, support services, and facilities to perform personnel protection equipment and systems and stowage system design development, design modification, and to perform upgrades and stowage modifications on various shipboard systems. This shall include, but not be limited to, the Firefighter's Breathing Apparatus, and environmental and corrosion control equipment and systems on behalf of a variety of improvement programs conducted by NSWCCD. Definitive tasks will be issued on individual delivery orders. It is anticipated that the major effort to be performed will be accomplished at the Contractor's facility, staging areas, and aboard US Navy vessels in various ports around the world. The Government intends to make a direct award to a single, responsible offeror whose proposal is deemed to represent the best value to the Government considering technical, past performance, and cost considerations.
